S u m m a r y .
T h i s r e g u l a t i o n p r e s c r i b e spolicy on basic responsibilities of com-mand, military discipline and conduct, andenlisted aspects of command. It definesthe respo nsi bi lit ies of non co mmissi oned officers and provides guidance on and re-sponsibilities for Family Care Plans, ac-c o m m o d a t i o n o f r e l i g i o u s p r a c t i c e s ,relationship between soldiers of differentranks, and the Army Equal Opportunity(EO) Program. It implements Departmento f D e f e n s e D O D D i r e c t i v e s , 1 3 0 0 . 1 7 ,1325.6, 1342.19, 1344.10, 1350.2, 1354.1,1400.33, and DOD Instruction 5120.4.
Applicability.
This regulation applies tot he Active A rm y (AA) , the Army Na- t i o n a l G u a r d ( A R N G ) / A r m y N a t i o n a lGuard of the United States (ARNGUS), asmodified by National Guard Regulations6 00 -21 , 60 0-1 00 , 60 0- 101 , an d 6 00 -2 00, and the U.S. Army Reserve (USAR). Un-less specifically addressed by conflictingc o n t r a c t u a l o r s t a t u t o r y a n d r e g u l a t o r ystandards or policies, this regulation alsoapplies to Department of the Army Civil-ian employees. This regulation is applica-ble during full mobilization. Portions of t his re gu l atio n whi c h p rescrib e sp eciic c o n d u ct ar e p u n i ti v e a n d v i o la t i o n s o these provisions may subject offenders tonon judicial or judicial action under the U n i f o r m C o d e o f M i l i t a r y J u s t i c e( U C M J ) . T h e e q u a l o p p o r t u n i t y t e r m sfound in the glossary are applicable onlyto uniformed personnel. AR 690-600 con-tains similar terms which are applicable toDA civilians.
Proponent and exception authority.
The proponent of this regulation is theDeputy Chief of Staff, G–1 (DCS, G–1).The proponent has the authority to ap-prove exceptions to this regulation thatare consistent with controlling law and regulation. The proponent may delegatethis authority in writing to an individualwithin the proponent agency who holdsthe grade of colonel or above.
Army management control process.
This regulation does not contain manage-ment control provisions.

Supplementa tion o this regulation and establishment of com-mand and local forms are prohibited with-out prior approval from HQDA (DAPE-HR-L), WASH DC 20310-0300. Supple-mentation of chapters 6 and 7 are permit-ted at ma jor Ar my c o m man d l e v e l .
