Summary.
This regulation establishes Armyleadership policy that is the basis for leader-sh i p an d lead e r d e velo pment do c tr i ne and
training. It sets forth responsibilities for allaspects of leadership and leader developmentpolicy, doctrine, training, and research.
Applicability.
This regulation applies to theActive Army, the Army National Guard, theU.S. Army Reserve, and Department of theArmy civilians.
Pr o p o ne n t an d e x c e pt i o n s a u th o r i t y.
The proponent of this regulation is the Dep-uty Chief of Staff for Personnel (DCSPER).The DCSPER has the authority to approveexceptions to this regulation that are consis-tent with controlling law and regulation. TheDCSPER may delegate this authority, in writ-ing, to a division chief within the proponentagency in the grade of colonel or the civilianequivalent.

This regulation is not subject to the require-ments of AR 11–2. It does not contain inter-nal control provisions.
Supplementation.

Interim changes.
Interim changes to thisregulation are not official unless they are au-thenticated by The Administrative Assistantto t he Secr etar y of the Ar m y. U se rs wil l
destroy interim changes on their expirationdates unless sooner superseded or rescinded.
