Only place to challenge (outside a novel lawsuit) is the floor of Congress as electoral college votes are being opened. Must have at least one Senator and one House member from the same state submit challenge in writing during the vote tabulation process. An answer to resolve the challenge must be provided before the electoral vote counting process can continue.
