regional federation

human
rights
organizations
directly workingon
enforced
disappearances
fiom
Bangladesh,krdia,Indonesia,
Nepal,Philippines,SriLanka, Thailand,
Timor
Leste
would like
to
congrahrlate
you
for
your
great
contribution
to
the
protection
of
human
rights.
Our
Federation
is
also the Focal
Point
of
the
International
Coalition Against
Enforced
Disappearances
(ICAED),
which
is
a
globalcoalition
of
40
member-organizations
campaigning
for
theratification
of
the
IntemationalConvention
for
theProtection
of
All
Persons
from
Enforced
Disappearances
(the
Convention).
Aswe
are
concluding
our
201

Council meeting,
we
deem
it
appropriate
to
address
youwith
regard
to
the
scourge
of enfolced
disappearances
in
our
region.
Asweallknow,
such
violations
continue
to
takeplace
tlroughout
thecontinentaffecting thousands
of
people
and
their
families.
As
underlined
by
the
LJN
Working
Group
on
Enforced
or
Involuntary
Disappearances
in
its
last
annual
repor!
Asia
hassubmined
thahighest
numberofcases.On this
occasion,
maywe call
on
youtocontinuedevoting
particular
attention to
the
Asian
region
and
to
spend
your
effort
to
tacklethephenomenon
of
enforced
disappearance,
establishingthe
truth
on the
fate
and whereabouts
of
thedisappearedand
gurantee
redress
to
victims
and
their
families.
Corollary
to
tlis,
may
we
callyour
attention
to
the
2009 Report
of
theInternational
People's
Tribunal
on
HumanRightsand
Justice,
entitled:
"
Buried
Evidence:
A
Report
on
Unknown,Unmarkedand Mass
Graves
in
Indian Administered
Kashmir,"which
concems
2,700
graves
thatcontain 2,930remains
of
victims
of
human
rightsviolations,which
might
belong
to
those who
disappeared.Thisreport
wassubmitted
to ths
UN
WorkingGroup
on
Enforced
or
Involuntary
Disappemances
in
March2010.The
AFAD
appeals
onyoutoreiterate
fte
crucial
importance
of
States
to
seriously
engage
in
the
fight
against
impunity
and enforce
by all
means
theirobligation to
investigate,
prosecuteand
sanction
those
responsible
for
enforced
disappearanceandserious
internationalcrimes.
The
AFAD
urges
you
to call
on
allAsian
States
to
ratfy
and
fully
implementtheConvention
and
to
recognize
the
competence
of
the
Committee
on
Enforced
Disappearances
(CED)
pursuanttoArticles
31 and 32
of theConvention.
