    I don't mind being pitched story ideas for my various blogs. What I do mind is getting spammed pitches from agencies who hire young kids straight out of school with apparently little or no training. This is NOT a good way to pitch. You should ask permission. Oh - wait, you should do your homework first to make sure you are pitching the right person.
