As with Broken Steel DLC, and level 30, you don't really need to go for all the skill books, you can skip educated and just take INT 9 and INT Bobblehead right away. In short, The Perfect Fallout Character at Level 30 (TM) is based on the perk "Almost Perfect" you can get at lvl30. It takes all S.P.E.C.I.A.L. stats to 9. And by saving STAT Bobbleheads (all but INT) for that, you'll get all stats to 10.
