Sir/Madam,Thank you for your 13 February 2012 correspondence.In view that I have a radio show in Sydney, NSW, and I understood numerous well estimated25more than 10,000 NSW motorist may have been wrongly charged fees by CityLink even so nothaving driven in Victoria at all, I have urged people to commence a class action, the same as Iurge people to pursue in regard of Civic Compliance Victoria.I give you an example why I view this may be justified;Yesterday I received a call from Hank (not his real name) who had been pulled over by the police30and was subsequently charged and convicted for driving unlicensed. As result he could not drivea motor vehicle when his father allegedly had a heart attack and neither drive his mother regarding as I understand cancer treatment. Hank gave me the understanding that when the police pulled him over it was found that Civic Compliance Victoria had his drivers licence suspended,albeit Hank had been unaware of this and had not received any notification about this previously35and so innocently was driving. As I understand it hank is just one of many who suffered as resultof Civic Compliance Victoria involvement and truck drivers having their licenses suspended thenhave no income to pay their bank loan for their rigs, their mortgage, etc. As I understand it someeven ended up committing suicide.If therefore, as I also outlined to Chief Commissioner Ken Lay the issue of Infringement Notice40orders, warrants and suspension of drivers licenses is proven to be unconstitutional/unlawful andnone of it had any legal force then those who were harmed as result of this could in a class actionso to say sue the pants of not just Civic Compliance Victoria but also the government and others(including police and Sheriff’s Office officers) including Ministers.

5During 2011 I did urge the government, Civic Compliance Victoria and others to investigatematters due to the harm the correspondence we received upon my wife also but to no avail and soI can first hand attest to the harm it causes upon a person and the blatant disregard thateventuated no matter from my ongoing writings.Just consider the harm upon a family where the father was a breadwinner and driving a truck to10service his bank loan for his truck, his mortgage and support his family and then loose the lot because of allegedly Civic Compliance Victoria aided by the police, the Sheriff’s Office, theGovernment, etc, then basically unconstitutionally/unlawfully destroying his life and so he endsup taking his life and leave a family without a father, husband and breadwinner and society atlarge now having to support the widow and children all because those involved in what I15consider government sponsored terrorism couldn’t give a darn about what wasconstitutionally/legally permissible and ignoring my numerous request to attend to mattersappropriately.The mere fact that I am now using a motor vehicle from a company because I cannot take therisk that my motor vehicle is subjected to wheel clamping where my 79 year old wife may20suddenly require emergency transport may underline how matters have gone well of the road intothe gutter with gutter tactics.

Obviously every day this rot goes on means that more people may be able to sue for the harmcaused upon them.25

In my view any purported Infringement Court operations ought to be suspended and so all andany purported orders/warrants it issued and all persons affected by this should be notified of this.At least when people receive such notification they can be less traumatic in the meantime.

30Getting back to Hank, his conviction rested upon his drivers license having been suspendedvalidly and so where it may eventuated that this was done invalidly then the subsequentsuspension of his drivers license would be a product of his licence having been wronglysuspended by Civic Compliance Victoria or others and then those having been involved with thismay face the legal consequences of this.35While governments may devise call kinds of backdoor systems to seek to sidestep ordinaryapplicable court processes to try to collect monies in fines, etc, the end result will be that thosewho participate in such a scheme can also face severe legal consequences. As such business asusual to ignore the rights of citizens may become an expensive error of judgment, and I view40should be so.
