My ellow citizens: I stand here today hum-bled by the task beore us, grateul or thetrust you’ve bestowed, mindul o the sacri- ces borne by our ancestors.I thank President Bush or his service to our nation --

-- as well as the generos-ity and cooperation he has shown throughoutthis transition.Forty-our Americans have now taken the presidential oath. The words have been spo-ken during rising tides o prosperity and the still waters o peace. Yet, every so oten, theoath is taken amidst gathering clouds and raging storms. At these moments, Americahas carried on not simply because o the skillor vision o those in high oce, but becausewe, the people, have remained aithul to theideals o our orebears and true to our ound-ing documents. So it has been; so it must be with this gen-eration o Americans. That we are in the midst o crisis is now wellunderstood. Our nation is at war against a ar-reaching network o violence and hatred.Our economy is badly weakened, a conse-quence o greed and irresponsibility on the part o some, but also our collective ailure tomake hard choices and prepare the nation or a new age. Homes have been lost, jobs shed,businesses shuttered. Our health care is toocostly, our schools ail too many -- and eachday brings urther evidence that the ways weuse energy strengthen our adversaries and threaten our planet.These are the indicators o crisis, subject todata and statistics. Less measurable, but noless proound, is a sapping o condenceacross our land; a nagging ear that America’sdecline is inevitable, that the next generationmust lower its sights.Today I say to you that the challenges we ace are real. They are serious and they aremany. They will not be met easily or in a short span o time. But know this America:They will be met.

On this day, we gather because we havechosen hope over ear, unity o purpose over confict and discord. On this day, we come to proclaim an end to the petty grievances and

 alse promises, the recriminations and worn-out dogmas that or ar too long have stran- gled our politics. We remain a young nation.But in the words o Scripture, the time hascome to set aside childish things. The timehas come to reafrm our enduring spirit; tochoose our better history; to carry orward that precious git, that noble idea passed on rom generation to generation: the God-giv-en promise that all are equal, all are ree, and all deserve a chance to pursue their ull mea- sure o happiness.
(Applause.)
In reafrming the greatness o our nationwe understand that greatness is never a giv-en. It must be earned. Our journey has never been one o short-cuts or settling or less. Ithas not been the path or the aint-hearted, or those that preer leisure over work, or seek only the pleasures o riches and ame. Rather,it has been the risk-takers, the doers, the mak-ers o things -- some celebrated, but more o-ten men and women obscure in their labor -- who have carried us up the long rugged  path towards prosperity and reedom.For us, they packed up their ew worldly  possessions and traveled across oceans in search o a new lie. For us, they toiled in sweatshops, and settled the West, endured the lash o the whip, and plowed the hard earth. For us, they ought and died in placeslike Concord and Gettysburg, Normandy and Khe Sahn.Time and again these men and women struggled and sacrifced and worked till their hands were raw so that we might live a better lie. They saw America as bigger than the sum o our individual ambitions, greater thanall the dierences o birth or wealth or ac-tion.This is the journey we continue today. Weremain the most prosperous, powerul nationon Earth. Our workers are no less productivethan when this crisis began. Our minds areno less inventive, our goods and services noless needed than they were last week, or lastmonth, or last year. Our capacity remainsundiminished. But our time o standing pat,o protecting narrow interests and putting o unpleasant decisions -- that time has surely  passed. Starting today, we must pick our- selves up, dust ourselves o, and begin againthe work o remaking America. (Applause.)For everywhere we look, there is work to bedone. The state o our economy calls or ac-tion, bold and swit. And we will act, not only to create new jobs, but to lay a new ounda-tion or growth. We will build the roads and bridges, the electric grids and digital linesthat eed our commerce and bind us together.We’ll restore science to its rightul place, and wield technology’s wonders to raise healthcare’s quality and lower its cost. We will har-ness the sun and the winds and the soil to uelour cars and run our actories. And we willtransorm our schools and colleges and uni-versities to meet the demands o a new age. All this we can do. All this we will do.Now, there are some who question the scale o our ambitions, who suggest that our  system cannot tolerate too many big plans.Their memories are short, or they have or- gotten what this country has already done,what ree men and women can achieve whenimagination is joined to common purpose,and necessity to courage. What the cynics ailto understand is that the ground has shited beneath them, that the stale political argu-ments that have consumed us or so long nolonger apply.The question we ask today is not whether our government is too big or too small, butwhether it works -- whether it helps amilies fnd jobs at a decent wage, care they can a- ord, a retirement that is dignifed. Where theanswer is yes, we intend to move orward.Where the answer is no, programs will end. And those o us who manage the public’s dol-lars will be held to account, to spend wisely,reorm bad habits, and do our business in thelight o day, because only then can we restorethe vital trust between a people and their gov-ernment.Nor is the question beore us whether themarket is a orce or good or ill. Its power to generate wealth and expand reedom is un-matched. But this crisis has reminded us thatwithout a watchul eye, the market can spinout o control. The nation cannot prosper long when it avors only the prosperous. The success o our economy has always depended not just on the size o our gross domestic product, but on the reach o our prosperity,on the ability to extend opportunity to every willing heart -- not out o charity, but becauseit is the surest route to our common good.
(Applause.)
As or our common deense, we reject as alse the choice between our saety and our ideals. Our Founding Fathers -- (applause)-- our Founding Fathers, aced with perils thatwe can scarcely imagine, drated a charter toassure the rule o law and the rights o man-- a charter expanded by the blood o genera-tions. Those ideals still light the world, and we will not give them up or expedience sake.
(Applause.)
And so, to all the other peoples and gov-ernments who are watching today, rom the grandest capitals to the small village wheremy ather was born, know that America is a riend o each nation, and every man, womanand child who seeks a uture o peace and dig-nity. And we are ready to lead once more.

Recall that earlier generations aced down ascism and communism not just with mis- siles and tanks, but with the sturdy alliancesand enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead they knew that our power grows through its prudent use; our security emanates rom the justness o our cause, the orce o our exam- ple, the tempering qualities o humility and restraint. We are the keepers o this legacy. Guided by these principles once more we can meet thosenew threats that demand even greater eort,
