Is this meant to commemorate the man's leadership? If so, I'd say tons of photos are missing - like the one where he was handed an NSA brief in summer of 2001 saying an attack was impending and dismissed it, or when he met with NSA head Richard Clarke and told him to find a link to Iraq, or when he tried to bury the 9/11 commission, or after Osama escpaed, said he wasn't concerned.
