Dear Mr. Davies:I am writing to ask for your advice and
       
 
on
a possible consultingagreement between
Counci[
Member Bill de Blasio
and
the Progressive America Fund
("PAF").
According to Council Member de Blasio, the
PAF
has proposed paying
him
$6,000 to work
as
a consultant to its National Open Ballot Project.
In
particular, the PAP
has
asked Council
Member
de
Blasia
to
help
the organization
develop educational
and
advocacy materials
on
voting system refonns. and to meet with the press, public officials,individu.al dQnors, foundations, and organizations that might be interested in votingsystem reforms. Council
Member
de Blasio's role would
be
to
educate these individualsand entities.
However, there
is
likely to be
an
overlap
between
the
ini;iividuals
and
organizations
with
whom CouncilMemberdeBlasiameetsandthose
with
whom thePAS is contacting in
its
fundraising efforts. While
much
of
Council
Member
de Blasia'swork will
be
directed at individuals and organizations outside
of
New
York, some
of
hismeetings
will
 
with individuals and organizations within
New
York State and within
New
York
City.
Council Member de Blasio has expressed his strong interest in obtaining theguidance
of
the Conflicts
of
It'lterest
    
 
("COIB") in order to ensure that any work he
perfomlS
for the Progressive America Fund comports with the requirements
of
Chapter68
of
the Ne\v York
City
Charter and the rules
of
the
com.
