Guidance on Mass Lobbies
A mass lobby is when more visitors arrive atCromwell Green Entrance to the House o Commons to lobby Members than can beimmediately accommodated in the Central Lobby. Tis leaet gives guidance to both Members andorganisers on the most eective way o handlingmass lobbies through a partnership approach toplanning and management.
Isn’t it a basic right in a ree society or peopleto lobby their elected representatives and maketheir eelings known?
O course. As is the reedom o people to go about theirnormal business with a minimum o disruption. hatmeans every eort should be made to achieve a balancebetween the rights and reedoms o those taking part ina lobby and those working on the Parliamentary Estate.
How many people can be admitted into thePalace o Westminster?
Up to 100 people may be permitted in Central Lobby at any one time. Tat includes lobbyists and others.Lobbyists do not have to be escorted between CromwellGreen Entrance and Central Lobby. Children under theage o 16 must be accompanied by an adult.
When can lobbies take place?
Lobbyists are not admitted until ater the Housesits at 14.30 on Mondays and uesdays, at 11.30 on Wednesdays, 10.30 on Tursdays or ater 09.30 onsitting Fridays. Lobbies can only take place when theHouse is sitting.
 
Where can Members meet lobbyists?
In a Committee Room or in the Interview Rooms o  Westminster Hall. Tese rooms can only be booked by a Member, (see leaet
Committee Rooms, Conference, Meeting and Interview Rooms
). No other rooms areavailable or this purpose. All invitations, notices orcirculars in connection with these meetings mustbe issued in the Member’s name. I large numbersare expected, it is advisable to insert a notice in theAll-Party Whip to inorm other Members.
What can Members do to ensure a successul lobby?
Ensure that the organisers contact Police Operations(x6882), and also Charing Cross Police Station i ademonstration is involved. It is recommended thatorganisers o high volume lobbies consider bookingan outside venue where lobbyists can wait or beaddressed beore or ater they enter the House, e.g.the Methodist Central Hall, or other suitable nearby locations. Remember that the numbers admitted to theParliamentary precincts during the course o a masslobby will be limited. Tere is a list o the relevanttelephone numbers at the end o this leaet.
Should letters o appointment with Members bediscouraged?
Denitely. It is not always possible to guarantee accessto Central Lobby or lobbyists with an appointment ora specic time, so there can be delays and rustration. Inany case, Members may be unable to keep appointmentspunctually because o business in the Chamber orelsewhere.
