2develop it. The hard part of the broadband job fell upon Julius and, to make it happen, hehas put in place an effort like we’ve never seen at the FCC. In terms of openness andtransparency, in garnering the data and tapping the best brains, it’s simplyunprecedented.In terms of outreach, of encouraging all stakeholders—non-traditional as well astraditional—to participate, it’s a whole new day. And I believe that going forward after the broadband plan, this is how the FCC will increasingly do its work.The process Julius has deployed has been educational not onlyfor us, but I think for the country, too. Folks are beginning to realize that all this talk about broadband isnot just techno-speak from broadband geeks. More and more of us now understand that broadband—accessible, affordable, open broadband—is the Great Enabler of ourtime. Itcan open doors of opportunityfor all Americans to pass through, no matter who theyare,where theylive or the particular circumstances of their individual lives.Broadbandintersects with just about everygreat challenge confronting our nation—jobs, businessgrowth, education, energy, climate change and the environment, internationalcompetitiveness, health care, overcoming disabilities, opening doors of equalopportunity, to name onlythe most obvious.Everyone of these great national challengeshas a broadband component as a critical part of its solution. And everyone of our citizensmust have access to this enabling technologyto participate fully in 21

Centurylife. We can no longer tolerate having digital divides between haves and have-nots, between those living in big cities and those living in rural areas or tribal lands, betweenthe able-bodied and persons with disabilities. There’s a huge potential irony here: thisdynamic technologythat can make so many things better could, ifwe don’t do itthoroughly and do it right, end by creating more and even wider divides in this countrygoing forward than we have had in the past. That’s not progress. That’s not where wewant to go. And with vigilance, the right plan will close these digital divides.The genius of the Internet is its openness, its dynamism, its availabilityto one andall. That’s why I was so pleased to support Chairman Genachowski’s decision to launcha proceeding to codifyand add to our Internet Freedom principles. Anyone looking tocreate new opportunities, to build digital inclusiveness, and to make the availabilityof advanced telecommunications something tantamount to a civil right should be on-boardwith this effort. Let me put it plainly—no one will benefitmore from the opportunities of an open Internet than those who have suffered lack of opportunityfor generations. I’vesaid this before but I’ll say it again—it would be a lost opportunityof huge proportionsfor diversity champions to become doubting Thomases when it comes to preserving the bedrock of Internet openness. Truth is, we will need a truly united front of open Internetadvocates to get this proceeding done right.Broadband itself must leave no American behind. Let me start with the originalAmericans—Native Americans. I have seen first-hand the state of communications inIndian Country. It is nothing to be proud of. In so manyplaces where Native Americanslive, povertyendures, unemployment is at levels no societyshould accept, educationlanguishes, and even basic public safety falls far short of what people have a right toexpect. Up-to-date, state-of-the-art communication facilities and services are stillstrangers across most of Indian Country. Even plain old telephone service—which so
