•A survey of BIP projects was made through the GFRs todetermine reasons why BIP projects are not furtheralong in construction and why more funds have not beendrawn.•In some cases more than one reason for a delay inconstruction or funds disbursements was cited.•And in some cases the delays were not fully explainedby the awardees.
