Professional sports leagues, franchises, and civic boosters have used the promise of an all star game or league championship as an incentive for host cities to construct new stadiums or arenas at considerable public expense. Past league-sponsored studies have estimated that Super Bowls, All-Star games and other sports mega-events increase economic activity by hundreds of millions of dollars in host cities. Our analysis fails to support these claims. Our detailed regression analysis of taxable sales in Florida over the period 1980 to 2005 reveals that, on average, mega-events ranging from the World Cup to the World Series have been associated with reductions in taxable sales in host regions of roughly $34.4 million per event.

As you are probably aware, the Nevada Taxicab Authority (TA) regulates the taxicab industry within Clark County and the Nevada Transportation Authority (NTA) regulates, among other things, the charter limousine industry statewide. The two agencies have entered into a cooperative agreement in an effort to combat a sharp increase in unlawful activity including, but not limited to: soliciting passengers in violation of Nevada Administrative Code 706.228, charging non-approved tariff rates in violation of Nevada Administrative Code 706.329, and unlawfully operating as a “broker” of transportation as defined by Nevada Revised Statutes 706.021.

The Authority does not accurately track the medallions in use by taxicab companies. The number of driver permit transactions in the Authority’s fiscal year 2002 performance indicators in the executive budget were over reported. Taxicab Authority audit coverage was not sufficient to verify the taxicab companies accurately reported the number of taxicab trips taken and paid the proper amount of trip charges. The Authority could not demonstrate that the 4,077 citations reported as issued in its fiscal year 2002 performance indicators is accurate. The Authority’s revenue collection controls did not ensure it collected and deposited all revenues in compliance with state requirements and internal control standards.
