COPPERBELT PACT FORUM

THE JUBILEE DECLARATIONWE THE REPRESENTATIVES OF THE PEOPLES PACT

gathered here at Jubilee lodge inKitwe on the 19

March 2011 under the auspices of the Copperbelt Pact Forum;

COGNIZANT

of the fact that the principal party in the Pact is the people of Zambia and notleaders of any political party;

DO HEREBY

make the following declarations;1.

THAT

a petition be drafted and presented to both the UPND and PF leaders to call for ajoint meeting within 14days from date of this declaration at which meeting the followingshould be discussed and concluded;(a)

The harmonization of the two Parties’ Manifestos with the Peoples’ Manifesto to

reflect a common social, economic, political, environmental and governance agendafor Zambia(b) The hierarchy of the government to be formed post -2011 elections(c) The adoption by the Pact partners of the Jubilee declaration that Mr. Michael Sata be

the Presidential candidate for the Peoples’ Pact and Mr. Hakainde Hichilema be the

Vice President in the new government, post- 2011 elections2.

THAT

if the two leaders from both UPND and PF fail to confirm the hierarchy of thegovernment post 2011 elections and all other demands contained herein within thestipulated time, respective members of the two Political parties must within 30days, choose

their own leaders to represent them in the Peoples’ Pact.

THAT

within two weeks from date of this declaration, each district (both urban and rural)must identify and choose Pact leaders in readiness for the 2011 General elections

THAT

an interim National Pact Working Committee be chosen to coordinate the Peoples’

Pact Programmes henceforth.5.

THAT

within 14 days from date of this declaration, the interim National Pact WorkingCommittee should draft an inter-party agreement for all opposition political parties wishing to

be party to the Peoples’ Pact

THAT

the District and National Pact committees should put in place fundraising ventures

for the Peoples’ Pact activities and general elections, within two week

s from day they areconstituted7.

THAT

interim National and District Pact Working Committees must set up Parallel VoterTabulation (PVT) committees and also establish a PVT operating centre for purposes of the2011 general elections8.

THAT

National and District Pact Working Committees must be composed of at least 30%women and 30% youths, and that the same criteria be used when considering individuals fordecision-

making positions at all levels and spheres of the Peoples’ government post

-2011General elections9.

THAT

efforts be made by those nominated to be in the interim Working Committees, bothat District and National level to reach out to all opposition political parties whose aims and

objectives resonate with those of the Peoples’ Pact.

10.

THAT

Zambia National Broadcasting Corporation (ZNBC) and all Public media houses(Times of Zambia, Daily Mail) are compelled to provide equal and fair coverage to all politicalparties participating in the 2011 General elections.11.

THAT

efforts be made by those nominated to be in the interim Working Committees,both at District and National level to reach out to all churches in Zambia to participate in;(a) Conducting of PVT countrywide during the 2011 General elections(b) Sensitization of their member
