Particularlybecause relief from this Court is necessary on a very short time frame to avoid irreparableharm to constitutional rights, the interests of justice and the criteria under the Local Rulesweigh strongly in favor of conducting these proceedings with a judge who already hasfamiliarity with the Oakland Police Department and its Crowd Management/CrowdControl Policy.
