This notice sets forth theschedule and proposed agenda of aforthcoming hearing of the Advisorycommittee on Student FinancialAssistance. Individuals who will needaccommodations for a disability in orderto attend the hearing (

SUPPLEMENTARY INFORMATION
:
TheAdvisory Committee on StudentFinancial Assistance is establishedunder Section 491 of the HigherEducation Act of 1965 as amended byPublic Law 100
50 (20 U.S.C. 1098).The Advisory Committee serves as anindependent source of advice andcounsel to the Congress and theSecretary of Education on studentfinancial aid policy. Since its inception,the congressional mandate requires theAdvisory Committee to conductobjective, nonpartisan, and independentanalyses on important aspects of thestudent assistance programs under TitleIV of the Higher Education Act, and tomake recommendations that will resultin the maintenance of access topostsecondary education for low- andmiddle income students. In addition,Congress expanded the AdvisoryCommittee
s mission in the HigherEducation Amendments of 1998 toinclude several important areas: Access,Title IV modernization, distanceeducation, and early information andneeds assessment. Specifically, theAdvisory Committee is to review,monitor and evaluate the Department of Education
s progress in these areas andreport recommended improvements toCongress and the Secretary.The Advisory Committee hasscheduled the hearing on Tuesday,April 4 in Washington, DC to launch itsnew Study on Innovative Pathways toBaccalaureate Degree Attainment(Innovative Pathways Study). Thisthree-year initiative, which wasoriginally included in the Senate
s HEAreauthorization bill, will identifycreative programs and strategiesdesigned to increase the likelihood thatstudents from low- and moderate-income families attain a baccalaureatedegree. The Advisory Committee willfocus on ways to eliminate majoracademic, institutional, and financial barriers facing students and familiesfrom middle school through college.Over the course of the study, theCommittee will produce a series of reports that highlight promisingapproaches to ensure that students whoaspire to such a degree move throughthe access and persistence pipeline inan efficient, effective, and timelymanner. These reports will be designedto encourage federal, state, andinstitutional policymakers to embrace best practices that, over time, willnarrow income-related gaps in degreecompletion.The proposed agenda includes experttestimony and discussions bypolicymakers and representatives fromstate agencies, institutions, and earlyintervention programs who will address:(a) Innovative pathways in middleschool and high school designed toincrease low- and moderate-incomestudents
chances of attaining a baccalaureate degree, (b) promisingstrategies for improving the transitionfrom high school to college, includingcredit-based transition and dualenrollment programs, and (c) programsin higher education designed to increasethe number of low- and moderate-income students that attain a bachelor
sdegree, including those programs toincrease the rate of transfer andarticulation from two-year to four-yearinstitutions. The Advisory Committeewill also conduct a roundtablediscussion among Committee membersand panelists on the InnovativePathways Study, followed by a publiccomment session.The Advisory Committee invites thepublic to submit written comments onthe Innovative Pathways Study to thefollowing e-mail address:
