Most agencies do not have automated systems to support their budgetformulation and execution activities - they depend on basic officesoftware to prepare and justify complex, multi-billion dollar budgets. Afew agencies have elements of systems that improve aspects of theprocess, but none are totally satisfied. Hundreds of budget exercisesare conducted annually without the benefit of electronic collaborativetechnologies. Agency budget personnel spend substantial time enteringand reconciling data and merging numbers into textual presentationsand documents. They extract and massage data from a variety of sources and then manually input it into OMB's MAX system - only oneagency submits data electronically. The goal of the LoB is to enable
 
agency and OMB budget personnel to reduce manual processes,improve efficiency and effectiveness, and redirect limited resources to abacklog of high priority analytical activities without compromisingrequirements or the flexibility of policy officials. Federal budgeting is apolicy-driven process that must dynamically respond to externalevents. Multiple participants have the power to modify the process.There is significant variability in agency size, activities, organizationalcomplexity, and congressional constituencies. With these inherentcharacteristics, solutions based on standardizing business processesand workflows are impractical for most budgeting activities. Instead,LoB solutions address the basic functional capabilities and toolsbudgeting staff use to perform budget formulation and executionactivities. LoB solutions will enhance Federal budgeting capabilities by:strengthening the budgeting profession through a community of practice, establishing a clearinghouse for sharing best practices,assisting agencies in implementing appropriate automation, improvingtools for government-wide budget exercises and collaboration,consolidating procurements, and establishing standards for data, dataexchange, and modularity that facilitate flexible solutions, sharing, andre-usability. The LoB governance is based on a "value proposition" inwhich a voluntary consortium of agencies under the auspices of theBudget Officers Advisory Council contribute funding to the LoB in orderto gain the government-wide benefits the LoB will provide. If thefunding collected is insufficient and alternate resources are unavailable,the proposed solutions will be deferred or scaled back as determined bythe contributing agencies.
