Robert J. O’Neill Jr.
Robert J. O’Neill Jr. is executive director of ICMA and chair of the Center for State and Local Government Excellence, LLC. Prior to joining ICMA in December 2002, he had been president of the National Academy of Public Administration (NAPA), of which he is a Fellow; county executive of Fairfax, Virginia; city manager of Hampton, Virginia; and director of Management Consulting Services for the Virginia offices of Coopers & Lybrand. Mr. O’Neill holds a bachelor’s degree from Old Dominion University and a master’s of public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University; he is also a graduate of The Executive Program of the Colgate Darden Graduate School of Business at the University of Virginia, and was awarded an honorary doctorate of laws from Old Dominion University.
