    Lingwen Zheng is a doctoral student in the Department of Economics at Cornell University. She analyzed the three ICMA economic development surveys for her master’s thesis in city and regional planning, also from Cornell. Her research primarily focuses on public economics and economic development policies—in particular, the role and functions of governments confronted with poverty, unemployment, and socioeconomic polarization.
