Cambridge Review Committee MembersChuck Wexler, Chairman
Chuck Wexler has been the Executive Director of the Police ExecutiveResearch Forum (PERF) since 1993 working to provide leadership toimprove the delivery of police services. His former projects have been inplaces such as Chicago, Kansas City, Los Angeles, Harvard University,Northern Ireland and London. Prior to joining PERF, he held a number of key positions at the Boston Police Department, and oversaw the CommunityDisorders Unit which played a central role in effectively dealing with racialviolence in the wake of desegregating Boston public schools. Wexlerreceived his B.A. from Boston University, a masters degree from FloridaState University, and a Ph.D. in Urban Studies from MIT.
The Honorable Joyce Alexander
Judge Joyce Alexander recently retired as the longest serving magistrate judge in the history of the US District Court in Massachusetts. She wasappointed in 1979 becoming the country’s first African-American womanmagistrate judge. She also served as the chief magistrate judge for thedistrict and created a program called “Kids, Courts & Citizenship.” Beforeher appointment to the bench she was Assistant Vice Chancellor and GeneralCounsel for the Massachusetts Board of Higher Education. A native of Cambridge, Massachusetts, Judge Alexander earned her BA from HowardUniversity and a JD from New England School of Law.
Stacy Blake-Beard
Stacy Blake-Beard is a tenured Associate Professor of Management at theSimmons School of Management where she teaches organizational behavior.Prior to joining Simmons, Dr. Blake-Beard was on the faculty at the HarvardUniversity Graduate School of Education and worked at both Procter &Gamble and Xerox. She has published research on gender, diversity andmentoring. She sits on the advisory board of several organizations and hasbeen the recipient of numerous grants and fellowships. Dr. Blake-Beardholds a BS in Psychology from the University of Maryland at College Park and a MA and Ph.D. in Organizational Behavior from the University of Michigan.

Marian Darlington-Hope
Marian Darlington-Hope is a resident of the City of Cambridge and anAssistant Professor of Human Services and Nonprofit Management at LesleyUniversity. She received a Masters degree in City Planning from School of Architecture and Planning at the Massachusetts Institute of Technology anda Ph.D. from The Heller School for Social Policy and Management atBrandeis University. Ms. Darlington-Hope is a community organizer who isa member of the Cambridge Area 4 Coalition, the Margaret Fuller HouseNeighborhood Board, and a Cambridge Human Services Commissioner.
John Farmer, Jr.
John Farmer is the Dean and a Professor of Law at Rutgers School of Law.Farmer began his career as a law clerk to Associate Justice of the NewJersey Supreme Court, and then worked as a litigation associate before joining the US Attorney’s Office in Newark. He has previously served asChief Counsel to New Jersey Governor Christine Todd Whitman, SeniorCounsel and Team Leader for the 9/11 Commission, and is President of theBoard of Trustees of the New Jersey Institute for Social Justice. He is acontributor to the Star-Ledger, the New York Times, and various law journals. Mr. Farmer received his BA from Georgetown University.
Terrance Gainer
Terry Gainer is currently the United States Senate Sergeant at Arms,maintaining security in the Capitol and Senate office buildings and leading asecurity force of nearly 1,000 personnel. He has previously served asCommissioner on the Independent Commission on the Security Forces of Iraq; served as Officer, Detective and Sergeant in the Chicago PoliceDepartment; Illinois Deputy Inspector General; Special Assistant to theSecretary and Director for Drug Enforcement and Compliance; and Directorof the Illinois State Police. Gainer received his BA from St. Benedict’sCollege, an MS in Management of Public Service, and a JD from DePaulUniversity.

John Gallagher
 
John Gallagher is currently a federal prosecutor in Philadelphia. He is aformer White House Fellow who served as counsel on the personal staffs of two United States Attorneys General. Gallagher started his career as a NewYork City police officer assigned to Central Harlem at the height of thecrack cocaine epidemic. He has also served as Assistant Chief of Police inMiami, Florida, and as Special Counsel to the Philadelphia PoliceDepartment, during historic periods of reform for these police departments.
John Kosko
John Kosko is a retired School Administrator serving thirty five years as ateacher, coach, counselor, Principal and Superintendent. He has his BA fromBoston College and a MS in Counseling from Southern Connecticut StateUniversity. Mr. Kosko is also a trained mediator through Harvard MediationProgram. He has served on numerous boards and Committees in Cambridgeand remains active in the New England Association of Schools andColleges. Mr. Kosko has been a Cambridge resident for 24 years.
Tracey L. Meares
Tracey Meares is Deputy Dean and Professor of Law at Yale Law Schooland Senior Research Fellow at the Berkeley Center for Criminal Justice. Shereceived her B.S. in General Engineering from the University of Illinois andher J.D. from the University of Chicago Law School. Upon graduation,Professor Meares clerked for Judge Harlington Wood, Jr. of the U.S. Courtof Appeals for the Seventh Circuit and then served as an Honors ProgramTrial Attorney in the Antitrust Division in the United States Department of Justice before joining the University of Chicago Law faculty in 1994. Shehas served on the Committee on Law and Justice, a National ResearchCouncil Standing Committee of the National Academy of Sciences since2004, and has written extensively on issues of race, crime and the law. Sheis also a member of the Harvard Executive Session on Policing and PublicSafety.
