CREW: Department of the Treasury: Regarding the Goals of the Home Affordable Modification Program (HAMP)

On October 20, 2011, Citizens for Responsibility and Ethics in Washington (CREW) filed a Freedom of Information Act request with the Department of the Treasury seeking records related to projections of the number of homeowners the department expected to be helped by a controversial mortgage modification program, the Home Affordable Modification Program (HAMP). HAMP has been the subject of significant criticism by Congress and oversight bodies such as the Special Inspector General for the Troubled Asset Relief Program. One of the central concerns has been whether enough homeowners struggling with mortgage payments have been helped by the program. Despite these concerns, Treasury has not articulated clearly HAMP’s participation goals. The records CREW seeks would help the public understand if HAMP is meeting its goals, and evaluate if it should be reformed, ended, or allowed to continue to operate as it is.
