 Why change?
As it is, the government thinksthat the current social care systemis just not good enough. It's anold system that grew bit by bit,usually with too little thoughtabout the way people actuallywant to live.This system needs to changepretty radically, mostly becausewe're living a lot longer and sowe're affected by age-relatedhealth problems that people whostarted the current system in the1950s couldn't even begin toimagine.
 
the new system
The government would like to setup a new system, one that measureseveryone's needs properly, that letsyou decide how you get cared for,or care for yourself, and that'sflexible, so you don't have to getreassessed all the time.This means that the benefitssystem we know now would bereplaced almost entirely by newbenefits. The government doesn'tgive any examples of how muchmoney people would get in thisnew system, compared to whatyou get now.They want you to tell them whatyour experiences of the currentsystem are, what you like, whatyou don't, how much you thinkyou need to live on, what kind of services would make your life thatmuch easier.You can ask them togive you examples.The more data they have, the better the new system can be.
 
what will the newsystem do for me?
The paper doesn't explain in great detail what thenew system will look like. The government doessay this, though:

We should set up an
independentorganisation
to work out what's good andbad about social care, and how to get thebest value for money. They will advise thegovernment.

will have a big role inmaking sure you get your social care needs

If you
can't afford
to pay for yourself, youwill get
state support

If you have
worked
all your life and havegood
savings

shouldn't have to pay
for everything

Everyone's needs
should be worked out ata

so you're entitled to thelevel of care you need wherever you live,and you don't have to go through theprocess all over again if you move

Once you are assessed you will get a
personal budget
, and all the help you needto manage it. You can give the budget toyour 
carers
if you want.
