The report was prepared when the author worked as Professor (Public Policy), Institute for Integrated Learning in Management, New Delhi, India. Presently, the author is on sabbatical leave and working as Glocoms Inc. (USA) Strategic Planning Expert for the Government of Mongolia under a Capacity Building Project on Governance Reforms being funded by the Asian Development Bank. Earlier the author worked as Economic Adviser in the Ministry of Finance and the Planning Commission, Government of India
