WebMoney & pLastIC CarDs
Since Russian consumers are not big credit cardholders, it is basically impossible to fund a Webmoneyaccount with a credit card. Additionally, Webmoneytransactions are not reversible and credit cardscan easily be “charged back” making this type of transaction extremely risky. There are also restrictionson credit card use because of the massive and obviousfraud which occurs with plastic credit. Also, noWebmoney digital currency can be ‘cashed out’ toa credit card. Any plastic card can be preloaded andgiven to a third party which poses the risk of moneylaundering and this type of exchange is not permittedwith Webmoney Transfer.These restrictions are in total contrast to the how theU.S banking system operates. is, “why use cash when a plastic card is so safeand convenient?” Popular American television adsdepict the world coming to a complete stand still asa shopper writes a check instead of using their Visa

Cash access or life without an ATM card can be a big problem for any non bank population. Non bank consumers, even more than card holders, needtimely & direct access to cash. Without credit cards,and no ATM access, how does the average RussianWebmoney user gain access to cash on a daily basis?

bank or post ofce.
