We greatly accelerated our review writing, editingand transmittal process so that this report could he forwarded for discussion by you andthe SBE advisory committee in light of the critical role that SRS needs to play in informingthe national policy discussions on the future of the U.S. science and engineering enterprise. These discussions cannot wait.Our report presents observations, suggestions and recommendations for addressingthe challenges SRS faces today and reflects on future challenges and opportunities,especially in responding to Dr. Marberger's call for better science metrics.I want to point out several aspects of the report that warrant your special attention: theconcerns of the committee around issues of the timeliness of data release and the lack of balance between the methodological/survey and subject area/analysis roles of the unit. At thesame time that we applaud the steps taken to enhance methodological rigor, we believe thatit is time to re-examine the positioning of these roles within the unit.
