During
theinterviewprocess
forthisposition,
I
believethatBoardMembers
tried
toconveytomethemany
difficult
issuesfacingtheNITA.Itwasmadecleartome
that
theagencyfacednumerous
critical
issueswithintheregionandthat
to
besuccessful,.majorchangeshadtobemade
to
theorganization,itsemployees,anditsculture.
As
I
willshare
with
you
in
the
attached
document,Ibelievethatastime
has
passed)the
_numerouschallengesfacing
this
agencyhavecome
into
clearfocusandthejob

thisagencyis
well
underway,
Myviewofthe
NITA
prior
to
my
enlploymeut(havingworkednearly.20
years
in
the
.industry
and
beingfamiliar
with
the_agency)wasthattheNITAwas
a.
bigi:l-perfonning
organizationthathad
implemented
thelatestandbesttechnologyandpractices.Myearlyassessmentofwhatneededtobedoneherewas
influencedby
mybelief.thattheagencyhadareasonablytalentedandcommittedworkforcethatwouldreactrationallytochange.
However,
therealityisthattheN1TAsufferedfromamarginally
talented
workforce,lackofstrongintemalsystemsandcontrols,and_arigidculturethathastobereplaced,

While
this

monthsandforwardsix
months,
it
isnot
where
my
thinking
stops.
I
elieve
the
long-term
~fonnation
ofthe
NITA
willoccur
in
twophases,ofwhich
we
arecurrently
in
the.firstphase.PhaseOne
is
the"stabilizingthe.ship"·whilemakingsigDificanl
structural
andstaffchangestoaccomplish
the
massiveworkplan.entrustedtous;To
accomplish
thisIhaveinitiated.anagency-wide,
systematic
reviewofall
departmeats
andfilI:!.ctionstorevieworganizationalstructure,processforworkflowanddelivery,internal
agency
·coordmation,staffinglevels,
and
qualitofpersonnel.Thereview
will
becompleted
intheoomingweeks.
The
;i:estructttt:i.ggwilltaketheremainderofthe
calendar
year
to
implement.AttimesIwishalloftheneededchangescouldbemadeatonceimmediately,however.thatwould
not
beaprud~tapproach.Thetransformationwill
still
