Dr. Barrett's main contribution to the cover up was not reporting it as per the mandatory reporting law, which is a felony. In a meeting with the D.A., Bonnie Dumanis told Cindy that the reason Damon was not protected after they came out of hiding was because none of the psychologists Damon told about the abuse had reported it, which would have triggered a police investigation. Dr. Barrett deliberately prevented that from happening.
