Werecommendthat:1.TheUnioncalltenders,withoutdelay,forthepublication,printinganddistributionofthe
HealthStandard.

tendersselectively,andindoingsocouldexcludeCommunigraphix(oranybusinessassociatedwiththeGillelandsoreitherofthem)fromtheprocess.Thatmaybejustified.Thequestionisonefor
