1)AppointTomBakalyastheHermosaBeachCityManager;and,2)ApproveaCityManagerEmploymentAgreement,settingforththetermsandconditionsunderwhichMr.BakalywillserveastheCity'sCityManager.
Background:
AttheCityCouncilmeetingofFebruary28,2012,theCityCouncilengagedtheservicesofTeriBlack&CompanytoconductanationwidesearchtoreplaceretiringCityManager,SteveBurrell.TeriBlack
&
Companyreviewed76applicationsandpresentedninecandidateswiththemostrelevantqualificationstotheCityCouncil.TheCouncil,intum,engagedinitsownscreeningprocessandinterviewedfourofthetopcontenders;ultimately,theCouncildirectedthatanemploymentagreementbenegotiatedandbroughthackforapprovalwithThomasBakaly.
Mr.
BakalyhasagreedtoassumethepositionofCityManager.
Mr.
Bakalyhastwenty-threeyearsoflocalgovernmentexperiencewithnearlytenyearsasCityManageroftheresortcommunityofParkCity,Utah.
Mr.
BakalyjoinedParkCity'Sstaffasfinancemanageranddirectorofcapitalprogramsin1995,risingtothepositionofAssistantCityManagerin2001andbecomingCityManagerin2002.AstheCityManager,hemanagesastaffof200full-timecityworkersanda$45milliontotalbudgetforalloperations.PriortohistenureinParkCity,

BakalyworkedforsevenyearsfortheCityofPasadena,servinginvariouspositions,includingbudgetdirector.HisexperiencewiththemanagementoflargeeventsinPasadenasuchasWorldCupSoccer,RoseBowlsandSuperBowlswasofassistancetoParkCityasitpreparedforthe2002WinterOlympicsandasitcontinuedtoserveasahostforthepopularSundanceFilmFestival.}-Deferredcompensation:
