the
two issues
steam
condensing causing
h2
explosivemixtureandand
loss
of
the ventpath
are
both
in
the
RST
document:
inert
by
purging
and
vent;
don't
fill
beyond
the vent.
The
issue
is
without
level
indication
youmay
lose
the
vent.
That
factors
into
the
thought
on
how
we
know
we
are
inerting
then
filling.
Thatto
me
is
something
we're
looking
at,
but tonot
fill
at
all
isn't
the
answer.

is
checking
on
theconsensus
view
reachedyesterday
on
the
recommendation
of not
flooding
the
drywell.
Without
having any
water
level
measurement
in
the
drywell,
concerns
are: (i)
condensing
thesteam
which
may
cause
a
hydrogen
burn;(ii)
too
much
water
in
the
drywell
resulting
in
blocking
the
vent
path.
The
blocking
of
the vent path
will
be
very
serious,
because
at
this
time,
it is
now
the
only
path
forrelieving
pressure
in
the
RCS.
Apparently,
Dr.
Holdrens
spoke
to
our
Chairman
and
was
told
by
our
Chairman
that
he
understood
the
NRC
still
favors
flooding
the
drywell.Dana
and
I
both
said
the
concern
ofblocking
the vent
path
is
a
majorconcern
especially
we
do
not
know
or ableto
measure
the
water
level
in
the
drywell.
I
also
mention
that
in
case
of
molter corematerialbreached
the
RPV,
ANL
(under
DOE) is
calculating
the
MCCI;
and
NRC
had
also
provided
a
few
days
agoour
estimate
of
FCI
loads
do notpose
a
treat
to
the
containment.
He
was
happy
that
we
look
into
FCI
already
and
gave
him
assurance
therecommendation
is
the
correct
one
to putforth.
The
rest
of
the
people
call
in
(Bob
Budniz?,
Dick
Garwin,
....)
agreed.
Hence,
therecommendation
not
to
flood
the
drywell
will
be
advanced
by
U.S.
to the
Japanese.
