Why decentralization for Afghanistan?
For too long, especially after 2001, our centralized system in Afghanistanhas not provided a sustainable development, transparency, and goodgovernance, the public administrative system of governance is archaic and itis not significantly impacting the development process of the country. Thefunctionaries of central government are not performing the tasks of a prudentpublic delivery system. A decentralized system of government will improvethe post conflict rebuilding process. Decentralized governance is beingcherished as the most unique governance platform; it can ensure theintervention of poverty reduction, sustainable development and participatorygovernance. This proposition indicates that decentralization provides greatercommunity participation in the evolution, implementation, monitoring andevaluation of programs. Consequently, Afghanistan needs a decentralizedgovernance system especially through devolution, to ensure sustainabledevelopment, people empowerment, and poverty reduction.
Let’s consider three different forms of decentralization
The process where the citizens or theirelected officials will have power in public decision making. It encourages apluralistic politics or representative democratic system of government. Thecitizens or their representatives will have the opportunity of formulatingpolicies and ensuring those policies are implemented. For instance, theNational Policy on Decentralization and Local Governance is advocating forthe election of superintendent and other local county officials. When thelocal people elect their officials, they will be accountable to their people.The policy to improve the welfare of the local inhabitants will beestablished.II.
it is the transferring of planning,financing and management of certain public functions from the central to thelocal authority. The local officials should have some authority to administeror control local functionaries. Administrative decentralization has threeforms, namely: Deconcentration, Delegation and Devolution.
