In 930AD Iceland placed legislative and judical power in the hands of the 36 goar (chieftains).

They commissioned ULfljotr of Lon to go to Norway to seek the he lp of his uncle, rleifr Hra-Krason the wise, and he adapted the Gulathing Law (the la w of the Gula District) for use in Iceland. Upon his return, the Althing was es tablished. The 36 godar elected a lawspeaker (lgsgumar) for a renewable term of three years.
