About the Author 
Angie Austin is a market analyst with International MarketAssessment Asia Pty Ltd, which provides a range of advisoryservices for managers of Asian operations based in Australia. IMAAsia assesses political, economic and commercial developmentsacross Asia to integrate key insights into clients’ operational andstrategic business plans. Ms Austin has worked as an economicanalyst in the Australian regulatory affairs body (AustralianCompetition and Consumer Commission), at the WoolmarkCompany and the International Economic Database at the AustralianNational University. She has degrees in economics and politicalscience. She was a member of the international implementationteam for the 1997 China Environment Forum which brought together some two hundred Chinese political leaders, Chinese environmentalscientists and officials, international business leaders and a smallnumber of international NGOs over three days to discuss theenvironmental challenges facing China’s economic development.She wrote this paper on assignment as a Research Associate at theForeign Policy Centre in London.
