A sustainable city – ecological transformation in Malmö
The City of Malmö is in a transition period that offers a range of opportunities, but al so a number of problems.Large investments are being made in the infrastructure, and the city is rapidly being transformed from an industrialcity to a city of information and knowledge. These changes will be putting their mark on Malmö for a long time tocome. Malmö is at the centre of a densely populated region where the environmental load and pressure to expand areheavy. At the same time, it's density, geographical location and other favourable conditions mean that Malmö hastremendous opportunities to become an extremely resource- conservative and ecologically efficient city.An increasingly comprehensive effort surrounding environmental issues and Agenda 21 is ongoing in Malmö.Distinct objectives and strategies for the environmental programme have been devised. Malmö's local investmentprogramme for ecological transformation includes an array of projects aimed at creating a sustainable city- Theintent is to make Malmö's Agenda 21 a reality and making it possible to achieve the objectives of the EnvironmentalProgramme.
An ecologically sustainable Malmö 
The Swedish Government have set an environment policy objective that states that we shall be able to pass on to thenext generation a society in which the major environmental problems have been resolved. Sweden shall also be a rolemodel for ecologically sustain- able development. In order to speed the transformation to a sustainable society, theGovernment allocated SEK 7.2 billion for the period 1998-2003 for grants to local investment programmes. Localinvestment programmes co-ordinated by the municipalities encompass physical investments aimed at enhancingecological sustainability. Malmö has been allocated grants for its local investment programme in two budget rounds.
A sustainable city
Malmö is carrying out a long-term and structured effort aimed at creating an ecologically sustainable city. The effortcomprises a number of activities in which a great many individuals and organisations are involved. Key plat- formsfor the effort include the local Agenda 21 document and the City of Malmö Environmental Programme.Malmö's Agenda 21 document states the long-term objectives and serves as a guide in the quest to achievesustainable development. The document is the result of extensive co-operation among individuals, companies andorganisations in Malmö. The City of Malmö Environmental Programme 1998-2002 contains concrete environmentalobjectives for the city and an action programme. The main objective of the environmental programme is that Malmö,during the programme period of 1998-2002 and forward to 2005, shall take decisive steps towards becoming asustainable municipality over the long term. One of the programme objectives is that emissions of carbon dioxideshall be reduced by 25 % by 2005 and by 60-75 % by 2050. Another is that emissions of nitrogen to Oresund viawater-ways in the municipality shall be reduced by at least 30 % by 2005.
Local investment programme 1998-2001
In 1998, the City of Malmö was allocated SEK 147 million in grants for seven different projects. The largest projectin the local investment programme 1998-2001 is EKOstaden Augustenborg. EKOstaden Augustenborg is the groupname for a number of projects that together constitute one of the largest investments in Europe aimed at theecological transformation of an existing neighbourhood. Investments are being made, in a consensus process with thepeople who live and work in the neighbourhood, that will lead to social improvements while reducing environmentalload.The investment programme also includes:-
 
Environmental actions in the Rosengård city district, where Herrgården and Ortagårdsskolan are being convertedand extended according to ecological principles.-
 
Expansion of bicycle paths and information programmes leading to more frequent bicycle riding.-
 
Creation of wetlands leading to greater biodiversity and reduced emissions of eutrophic nutrients to Öresund.-
 
Ecological conversion and extension of Sundsbroskolan in Limhamn.-
 
Soil remediation in Västra Hamnen.
