July22,2012Ms.BettySeabrookBurneyChairman,DuvalCountySchoolBoard1701PrudentialDriveJacksonville,Florida32207DearMadamChairandBoardMembers:IrespectfullysubmitmyapplicationforthepositionofSuperintendent,DuvalCountyPublicSchools.Having investednineyearsasaseniormemberoftheSuperintendent'scabinet,Iamexcitedabouttheleadershipopportunityandthechallengesofleadingalargeurbanschooldistrict.Myunderstandingofthemission,thecommunitiesweserve,alongwithastrongperformancerecordmakemeacompetitivecandidateforthisposition. Duringmynineyears,IhaveworkedcloselywiththeBoardanddistrictstaff.Forexample,in2008liedthe processtodevelopthefirstapprovedDistrictStrategicPlanthatchangedthewaytheDistrictplansandexecutesstrategicandannualinitiatives.Inadditiontomycurrentduties,IhavesupervisedeverysupportdepartmentintheDistrictincludingBudget,HumanResourcesandInformationTechnologyaswellastheSchoolChoiceOffice.AsChiefOperatingOfficer,Iservedwiththreedifferentsuperintendentswhichhasgivenmeauniqueopportunitytounderstandthecriticalchallengesofthedistrictandtodevelopmyownvisionforthefuture.Ihave35yearsleadingorganizationsthathaspreparedmewellforthisimportantleadershiprole.Overhalfofmyleadershipexperienceincludesorganizationsofbetween500and1200employeesincludingcivilservice,administrative,licensedprofessionalsandcontractors.Ineachposition,Ihaveworkedwithahighlydiverse workforceandunderstandfirst-handthevalueofdiversityinteamwork.Whileservingasacommandingofficer,I wasresponsibleforregionalprogramleadershipof1,100employeesanda$300MbudgettosupportninenavalstationsinJacksonville,KeyWest,Georgia,SouthCarolina,Mississippi,Cuba,andPuertoRico.Moreover,I deliveredover$100MincustomerservicetoMayportNavalStationandJacksonvilleNavalAirStation.MyunderstandingofapplyinglevelofservicestandardsandbestbusinesspracticesforalargeorganizationoveralargegeographicalareawasmybasisforleadingtheOperationsdivisiontoserveDuvalCountyschools.AsanAnnapolisgraduateandasacareernavalofficer,Iwasprivilegedtoservewithtremendousleaderswhichcontributestomyviabilityasacandidateforthisposition.Ilearnedearlyinmycareerthatachievingexcellenceisachoice.Leadershiprequiresvisiontoovercomeobstaclesthroughinsight,persistenceandcharisma.And,while knowledgeandstyleareimportant,leadingisaboutcommunicatingandinspiringyourteamtoacceptownership andaccountabilitywhichtogetherenableustoachieveourcollectivebest.Iwouldconsidermyrecordandabilityasaneffectiveleaderinthedistricttobeastrengthandanasset.Iseetwocriticalareasthatrequireactiontoachievegreatersuccess.Weneedtoreviewresponsibility,authorityandaccountabilityinthecontextofconstructivedialogueaboutoutcomesanddatadrivenperformance.Second,theroleofdistrictadministrationneedsmoreroleclaritytobetterprovideresources,technicalguidance,professionaldevelopmentopportunityandmanagementoversightaspillarsofschoolsupport.
 
Lookingforwardtotheopportunities,weshouldhonorandreinforcethestudent-teacherrelationshipandnurtureacultureledbyhighlyeffectiveprincipalswellqualifiedtosetanewstandardofschoolperformance.WhenIservedasExecutiveAssistanttotheAdmiralwhowasresponsibleforallworldwideshoresupportservicesintheNavy,Isawonaglobalscalethevalueofassigningtherightleader(principal),staffingthemission(schoolstaff),providinghighqualitytraining(professionaldevelopment),settingclearobjectives(studentachievementtargets)andsupportingthoseinthefield(teachersintheclassroom).Ibelievethekeytomovingforwardquicklyistoreinforcethefundamentalsofstaffing,training,resourcingandexecutingaplan.Whiletechnologyandinnovationareinherentconsiderationsinmosteveryissue,nothingreplacesthetrustandinspiredteamworkthatdeliversresultseverytimeandbreedssuccess.IbelieveIofferthatkindofleadership.Wehavesomebigchallengesinfrontofus.Wehavemanyhighneedstudents,andatthesametime,wemustfindnewwaystomaintaininterestandfocusforourbrighteststudents.Wehaveseverestatebudgetcuts,classsizecomplianceissues,andincreasedoversightandprogramcompliancerequirementsatboththestateandfederallevels.Butwithcreative,focusedleadershipcenteredonwhatisneededforclassroomsuccess,andworkingwithteachers,principals,stakeholdersandunionleadership,wecanfindopportunitiesforeverychildtosucceed.Akeyincentiveistofindwaystooffermoreflexibilitytoourprincipalsandteacherswhodemonstratehighperformanceintheclassroom.MyvisionforDuvalCountyPublicSchoolsistodevelopa
