Jacobson,LLCDCPSSuperintendentSearchDearBoardMembers:LargeurbanschoolsystemsinAmericaofferanextraordinaryrangeofprograms,courses,andexperiencesforstudents.DCPShasmorethanitsshareofaward-winningschools,programs,teachers,andstudents.Buturbanschoolsystemsalsoexhibithighdropoutrates,chronicabsenteeismofstudents(andstaff),challengingschoolclimateissues,andlowperformingstudentsandschools.Americanshavesettledontheargumentthatpoverty,nativelanguage,parentaleducationlevels,andotherfactorsareresponsibleforthesedifferentiated,largelystatisticallypredictable,results.Livingandworkingfull-timeasaVisitingProfessorattheNationalUniversityofSingaporeforthepast yearhaspoignantlyremindedmethatournationalnarrativeforurbanschoolsisself-fulfillingprophecy.SingaporeisoneofseveralAsiannations(e.g.,SouthKorea,Taiwan)thatwentfromthirdworldtofirstworldstatusinunderSOyears.InSingapore'sfirstelementaryexitexamin1960,only45%passedandenteredsecondaryschools.Eveninthelate1970s,30%ofelementarystudentsdidnotentersecondaryschools.Today,almost100%ofSingaporeanstudentsreceive10yearsofformaleducationand93%ofhighschoolgraduatespursuesomeformofpost-secondaryeducation'.ItisnotaccidentalthatSingaporeisconsistentlyrankedoncompetitiveness#1intheworld.Education~afamily'stoppriority,whatevertheirethnicandlinguisticbackground,andconsiderablesacrificesaremadetoobtainmarkssufficienttoadvancewithinSingapore'shighlycompetitive,test-oriented,systemofformaleducation.IamnotsuggestingthatDCPSbecomelikeSingapore-thisisneitherpossiblenordesirable.Thekeylessonisthatdeterminedeffortsbyadultsworkingtogetherfortheindividualandcollectivefutureofchildrenandyouthcan,anddo,makeaprofounddifferenceontheeducationalandsocioeconomicdestiniesofthosewhowill,inPaulGoodman'smemorablephrase,"gotoafuturewedonotsee."Iwanttoapplymyconsiderableexperience,expertise,passion,vision,andenergytoworkcollaborativelywiththeadultsofJacksonville(parents,teachers,staff,Board,communityleaders,academics)sothatchildrenandyouthcanflourishintellectually,socially,emotionally,andspiritually(howeveritisconceived).TheworkIdidasaDirectorattheRIDepartmentofElementaryandSecondaryEducation(RIDE)equipsmefullyforSuperintendentofDCPS.RIasastatehadatthetime,veryroughlyspeaking,thesamenumberofschools,teachers,andsquaremilesasDCPS.The37districtsinthiscity-statewerelikelyasdiverseastheseveralhundredsomewhatdistinctneighborhoodsofJAX.Over60nativelanguageswereformallyrecognizedintheurbancore.Iworkedstatewidefornineyearsonmajorimprovementeffortsineducation-especiallyconcentratingonthefivecitiesofRIwherethebulkOfstudentsresidedandwherepovertywaswidespread(Providence,EastProvidence,CentralFalls,Woonsocket,andPawtucket).Iamanationallyacknowledgedexpertoneducationalaccountability,designingandimplementingastatewidesysteminRIthatwonnationalawardsandconsiderableattentionforitssophisticatedapproachtoprovidingrichinformationtoinformdecisionmaking.Oursystem,createdinauniqueandlong-lastingcollaborationwiththeUniversityofRI(URI),included:1)hierarchicallinearmodelingtopredictscoresbasedonvariousdemographiccharacteristicsalongwithabsolutescoresagainststandardsanddetailsoftheperformanceofsubpopulationswithineachschool,2)accountingforALL
 
studentsinaschool(longbeforethisbecameaNCLBrequirement),3)detailedreportsonschooldisciplinematters,4)standardchartersofaccountstoenabledistrictbydistrictandschoolbyschoolfinancialcomparisons,5)dataderivedfrombiannualsurveysofteachers,students,parents,andadministrators,6)trendlinesforachievementusingthree-yearrollingaveragesratherthanreportinginherentlyunstableyear-to-yearchanges,and7)calculatinganannualprospectivedropoutrateforthestateasawholeandeachofitshighschools(l.e.,thepercentageoftoday's

graderswhowillgraduateifcurrenttrendscontinue-withtimetostillpowerfullyintervene).TransitioningtoFCAT,FLDepartmentofEducationprocedures,andprovidinganinformeddistrictperspectivetothestatewillbesecondnaturetome.Iledmajoreffortstocreateforthefirsttimeinthestate,curriculumframeworksinanumberofareasandworkedinclosecollaborationwithcolleaguesinassessmenttocreate,implement,andutilizetheresultsoftheNewStandardsReferenceExaminationsandperformance-basedwritingassessments.WeformedapioneeringassessmentconsortiumwithseveralotherNewEnglandstatesthatremainsactivetothisday.ItransformedtheDepartment'sITsystemsattherequestoftheCommissioner,transitioningusintoOracle(relationaldatabase),creatingonlinereportingformsforschoolsanddistricts,andworkingwithuniversitypartnersatURIandBrownUniversitytoformastatewideInternet2consortiumwhichprovidedstateoftheartvideoconferencingforallofthestate'spublicandprivateschools,universities,andstateagencies.IrepresentedtheCommissionerinmanymeetingsofvariousbodieswithinthestateandnationallyaswellasrepresentingmyownareasofresponsibilityinotherforums.AsanationallyknownfigureinSTEMeducation,Ihaveledeffortstocreatenewcurricula,nationalprograms,andtransformationallearningexperiencesinbothformalandinformalsettingsforchildren,youth,andthegeneralpublic.My"distinguishedcontributions"tostateandnationalSTEMeducationwererecognizedbymyelectionin2009asaFellowoftheAmericanAssociationfortheAdvancementofScience-thelargestscientificassociationintheworld.Buildingonthisstrongbaseof experience,IwouldleadDCPStonewheightsofexcellenceandprogramminginSTEMteachingandlearning.IhaveampleadditionalexperiencesrelevanttotheDCPSsuperintendencyfrommyworkattheNYStateEducationDepartment,servingasaVicePresidentofEducationattheEwingMarionKauffmanFoundation,andworkinacademia-asattestedbythelengthyCVaccompanyingthisletter.IendorsethebasicoutlinesforDCPSadvancedbytheJAXPEF(Iworkedwiththeirsiblingorganizationsinseveralcommunities)andtheCommunityFoundationofJAX(IworkedextensivelywiththeRIFoundationandtheGreaterKansasCityCommunityFoundation)andlookforwardtoalong,productiverelationshipwiththeseandotherlocalorganizations.Itistimetorebuildmorale,recentergoals,createbroad-basedcommunityengagement,andpositionDCPSasanationalbeaconforimagination,creativity,innovation,andentrepreneurshipinteachingandlearning.Myextensiveandrelevantstate,national,andinternationalconnectionscanbeusefullyleveragedonbehalfofDCPS.IftheBoardandcommunityareopentoadvancedinnovation,manyofmycolleaguesandfriendsfromaroundthenationwouldrallytooursideandstronglyconsiderDCPSasaninnovationsiteforvariousworthwhileinitiatives..Cheek,Ph.D.
