IbringanunbridledpassionforeducatingAmerica'surbanyouth,atrackrecordofmakingsignificantimprovementsin achievementforallstudents,closingachievementgaps,launchinganddirectingcriticaleducationalprograms.Ifyouare lookingforadynamiceducationalleaderwhohascontinuallysucceededintheclassroom,inacademicprograms,andinthe centraloffice,perhapsmycredentialswillbeofgreatvaluetoyou,yourstudents,andyourcommunity. AsSuperintendentforDuvalCountyPublicSchools,myfocuswilllieinseveralareas:
first,
Iwillunifythedistrictbycreatingacultureofmutualrespectwhereeveryindividualistreatedwithdignity,courtesy,respectandprofessionalism.
second,
Iwillconcentrateonprovidingsuperiorlearningtools,faculty,andprogramsforourstudentbodytoincreasestudent achievementandclosingtheachievementgapsbetweenWhite,AfricanAmerican,HispanicandLowSocioeconomic students.
third,
Iwillguidethedistrictthroughtheseturbulentfiscalwatersfacingallschooldistrictsinthenation.Iwill navigatethedistrictthroughthedifficulttimeswefaceaspubliceducatorsfacemoreandmorescrutiny.
fourth,
Iwillutilizeasystemsapproachtostrengthenouracademicprogramsandcreateastrongunionbetweenfaculty,parents,Boardof Trustees,andthecommunity.Iwillworkhand-in-handwithmycolleaguestoensureourschoolsbecomeashiningacademic starwhereourstudentsareexcitedaboutlearningandthecommunityisexcitedaboutourschools. Overayearagomycurrentdistrictwasfacinghugefinancialissuesforthefirsttime.Iwasbroughtinasachangeagent. AndthechangesIbrought,broughtthemhighlyqualifiedadministrators,organizedintoastructurethatgotthejobdone,but Ialsohadtobringinchangestobalancethebudget.Thosechangesweredifficulttotake.Theywerechangesthatrequired privatizationofservices,whichresultedintheeliminationof250jobs.Thiswasnotaneasythingtodo.Thechangebecame muchmoreuncomfortableforthedistrictthantheythoughtitwouldbe.Andmeasthechangeagent,Iwasleftholdingalot ofthebaggagethatwasattachedtothoseuncomfortablechanges.Atthispoint,itlookslikeitwouldbebettertojustpart waysandmoveon.IamexcitedtospeakwithyouaboutopportunitiesasyournextSuperintendentandamconfidentIbringawealthof credentialsthatwillbevaluableaswemoveDuvalCountyPublicSchoolstoexcellence.[lookforwardtomeetingwithyou intheverynearfuturetodiscusshowwecanbecomepartnerstobuildaclimateofmutualtrustandcooperation. TheSchoolBoardhasidentifiedthefollowingqualitiesforthesuperintendentofschools.Pleaserespondtoeachofthequalitiesstressingyourexperience,strengths,andabilitiesineacharea,limitingyourresponsestobetween200and300wordsforeachitem.
1.Aleaderwhosolicits,respectsandvaluestheinputofstakeholdersatalllevelsofthe organizationandwhohasdemonstratedleadershipinutilizingthatinputtocreateandsustainacultureofshareddecision-making.
Inordertomaintainatrustingenvironment,beforeanyactionistakenorachangeismade,Ialwaysseekinputfromindividualswhowillbeaffectedby,beexpectedtoimplement,havestrongfeelingsabout,orwillbeexpectedtosupportadecision.Thisensuresthatpeoplefeelthattheyareapartoftheprocessandtheirvoiceisimportant.IplacegreatvalueontheinputIreceivefromstaffandcommunitymembers.Iuseseveralmethodstosolicitfeedback,bothformalandinformal.Usingperiodicsurveyshashelpedtogatherinformationabouttopicsthatmaybeofconcern.Ihavealsoutilizedthepotentialofaquick responsesystemcalledSchoolMessengertogatherinformation.IschedulemonthlyTeacherAdvisoryCommitteemeetingswiththeSuperintendenttoallowbuildingrepresentativestotalkdirectlytomeinanopenforum.Asarule,ItrytolistentwiceasmuchasIspeak.Thishelpsdevelopagreatdealoftrust.IhavebeentoldanumberoftimesthattheteacherstrulyappreciatehowapproachableIamandhowmuchtheylikethewaytheyareabletocommunicatedirectlywithme.IalsoschedulemonthlySuperintendentCoffeeChatsatvariousbusinessesandcivicbuildingsthroughoutthecommunityopentoanyone.Thisallowscommunitymemberstomeetwiththesuperintendentinalessformalenvironmenttodiscussanyissuesorconcerns.Usinginformalmeetingssuchasthishasprovidedanavenuetoletstakeholdersknowthattheirinputisvalued.Ithasalsoallowedforshared-decisionmakingwheneverpossible.Gatheringandutilizingfeedbackdataiscriticalwhenidentifyingissuesthatimpacteducation.
2.Aleaderwhosupportsandempowersprincipals,teachersandstafftoimproveorganizationalandstudentperformanceoutcomes.
Inspiteoftheeconomicpressuresandunfundedmandatesimposedbythestate,inAlbion(asmallurbanschooldistrict)weclosedachievementgapsandraisedoverallstudentachievementinmathandELA.WhenIfirstcameonboard,wewereatthebottomofthecounty.Afterthreeyears,we werethehighestinthecountyin3rdgradeMathandnearthetopinseveralELAcategories.Ourminorityscoreswerealsothehighestinthecountyinmostgradelevels.Theelementaryschoolreceivedthefirsteveracademicratingof"A"fromthestate.Atthehighschoollevel,wesuccessfullyleveragedresourcesbywritingagrantthatextendedtheschoolday,createdacomprehensiveDifferentiatedInstructionsupportsystemandputthestructureinplacethatresultedinasignificantincreaseinACTscores.Wealsoimplementedacollegereadinessprogramforat-riskstudentsthatchangedthecommunity.Itmadebelieversoutofpeoplewhothoughtthatcertainstudentswouldnotbeabletoattendcollege.Noneofthatwouldhavebeenpossiblewithoutempowermentoftheprincipals,teachersandstaff.ThiswasachievedthroughwhatIrefertoasthe"TripodofAchievement."TherearethreeareasthatIrefertoasthe"tripodlegs":1.Relationshipsandcommunication,2.Alignedcurriculumandhighqualitystaff,and
