the
national
level,
theCanadian
Federation
of
Studentscurrently
utilizesthe
College
Caucus
to
create
a
forum
for
discussion
and
advocacy
relating
to
issuesrelevant
to
College
students;
and
Whereas
the
provincialcomponent,
the
CanadianFederation
of
Students-
Ontario,requires
a
minimum
of
threemembers
to
create
a
Caucus;
and
Whereas
withtherecent
acceptance
of
the
prospectivemembership
of
ThamesStudentsIncorporated
in
May2012,
there
currently
exists
three
CollegemembersoftheCanadian
Federation
of
Students;
therefore
Be
it
resolved
that
a
CollegeCaucus
be
created
to
actively
promote
andact
on
issuesrelevantto
Ontariocollege
students.
It
is
recommended
thatthis
motion
be
considered
bythe
Organizational
and
Services
Development
Committee.

and
Protection
of
PrivacyAct(FIPPA)
is
meant
to
provide
a
right
of
access
to
informationunder
thecontrol
of
institutions
in
accordance
withthe
principlesthatinformation
should
be
available
to
thepublic;and
Whereas
in
its
current
formFIPPA
requires
the
individual
makingtherequestfor
access
to
pay
fees
for
research,preparationand
shipping,
and
furthermoreenables
the
institution
to
assessthisfee
and
to
decidewhether
ornot
to
waive
it;
and
Whereasthese
fees
are
regularly
far
in
excess
of
what
is
reasonable,
given
contemporary
search
technology;
and
Whereas
the
feesrepresent
a
de
factobarrier
tothe
access
of
information,dissuading
many
individuals
frommakingor
followingthrough
on
requests
for
information,
and
thereforeeffectivelynullifying
theutility
of
theact
as
a
means
of
enforcingtransparency;
and
Whereas
the
current
fee
structure
imposes
no
incentives
on
institutions
to
complywithFIPPA
requests
in
a
timely
and
cost-effectivefashion;therefore

working
group
be
established
to
examine
ways
of
reformingtheFreedom
of
Information
and
Protection
of
Privacy
Act(FIPPA),
specifically
to
removeorreduce
financialbarriers
to
information
access.
It
is
recommended
thatthismotion
be
considered
bythe
Campaigns
and
GovernmentRelations
Committee.

MOTION
Local
27/Whereas
the
Higher
Education
Quality
CouncilofOntario(HEOCO)
is
a
publicly
fundedbodycharged
withbringingpolicy
recommendations
forthe
improvement
of
post-secondary
education
in
Ontario
based
upon
evidence-based
research;
and
Whereas
HEQCO
has,
since
its
establishment
in
2005,
been
the
subject
of
vociferouscriticism
fromtheOntarioCollege
and
University
Faculty
Association
(OCUFA),the
Canadian
Federation
of
Students,
and
othersbased
upon
boththe
poor
quality
of
its
research
and
the
apparentlyideologicalrather
than
evidence-
based
motivation
of
its
policy
recommendations;
and
Whereas
HEQCO
has
shown
no
interest
in
reforming
its
practices
by,
forexample,
adopting
standard
academic
research
qualitypractices
such
as
externalpeerreview;
and
Whereas
HEQCO
has
recently
been
accused
of
pressuringresearcherscontractedthroughQueen’sUniversity
to
change
a
report
soasto
alter
its
politicalimpact,whichthe
researchers
refused
to
do;
and
Whereas
HEQCO
neverthelesspublished
a
report
withthepoliticizedchanges,undertheresearchers’
own
names,
and
with
a
disclaimer
claiming
that
the
conclusionstherein
are
solelythose
of
the
authors
and
donot
reflectthe
opinions
of
HEQCO;
and
Whereas
the
contract
included
languagewhereby
the
researchers
waivedmoralrights
to
theirwork,
thusmakingHEQCO’s
manipulation
of
theresearch
legal;and
Whereas
this
incident
hasbeen
condemned
by
OCUFA,which
has
calledfor
an
independent
review
of
HEQCO’sresearchpractices,stating
that
until
such
a
reviewhas
been
conducted,
HEQCOresearch
cannot
be
trusted
to
be
unbiased;
and
WhereasOCUFA
has
furthercondemned
thepractice
of
waivingmoral
rights,
indicatingthat
this
contractual
practice
puts
Queen’s
University
in
theposition
of
participating
in
a
serious
breach
of
researchethics,
especially
as
the
researchers
involved
had
not
been
madeaware
of
this
aspect
of
thecontract,
and
calling
for
a
thorough
independent
internal
investigation;
and
Whereas
the
post-secondary
sector,
along
with
numerousother
publiclyfundedsectors,
are
facing
substantial
cuts
in
funding;
and
Whereas
HEQCOcosts
Ontariotaxpayers
$5
millionperyear;
therefore
Be
it
resolved
that
an
openletter
be
written
to
HEQCO
president
Harvey
Weingarten
andGlen
Murray,the
OntarioMinister
of
Training,
Colleges,
and
Universities,condemning
HEQCO’s
manipulation
of
research
and
endorsingOCUFA’sdemand
for
a
thoroughindependent
review
of
HEQCO’sresearchpractices,
including
theadoption
of
externalpeerreview
and
elimination
of
languagewaiving
themoralrights
of
contractedresearchers;
and
