Monday, July 30, 2012 Members of the Maine Republican State Committee, We, the undersigned (pursuant to Article

VII, Section 1, Rule B on the Maine Republican Party By-Laws) are calling a special meeting to carefully consider and vote on several resolutions related to the recent challenge to the Maine National Delegation filed by Maine Republican National Committeewoman Jan Staples and Peter Cianchette. B. Special A special meeting of the State Committee may be held at any time upon the call of the Chairman or in the Chairmans absence, by the Vice Chairman, with notice of at least ten (10) days. Such a meeting may also be called upon the written petition and signatures of seventeen (17) members of the State Committee representing no less than six (6) counties, said petition to be delivered to the Chairman. It shall be the duty of the Chairman to issue a call for meeting within ten (10) days of the receipt of said petition, the meeting date to be not later than thirty (30) days and not earlier than five (5) days from the issuance of call, and to be held at such hour and place as the call shall specify. If the Chairman fails to call such a meeting within thirty (30) days after the filing of the petition, the Vice Chairman shall call the meeting. The petition must contain the specific purpose for calling the meeting. The call, including the purpose, must be sent to all State Committee members prior to the meeting. Due to the time sensitive nature of these resolutions, we formally request that the Chair call the special meeting of the State Committee for a date prior to the Republican National Convention. We strongly recommend either of the two dates listed below: Date: Saturday, August 11, 2012 ---OR--Saturday, August 18, 2012 When: 10:00 AM Where: Augusta, Maine We request that all members of the State Committee carefully read and consider the following resolutions in preparation for a vote at the special meeting. We also request that the following five resolutions be voted on as individual resolutions and by secret ballot.

Resolutions WHEREAS, the Notice of Contest (Contest) Against the Maine Delegation (Delegation) to the 2012 Republican National Convention (Convention), Dated July 27, 2012 was filed with the Republican National Committee in order to prevent the Delegation from being seated at the Convention. WHEREAS, the Contest seeks to prevent all duly elected delegates (except for one, Governor LePage) and alternate delegates (except for one, Ann LePage) from being seated at the Convention. WHEREAS, the elected leadership of the Convention abided by and adhered to the standards set by the RNC Parliamentarian, Thomas J. Balch, one of the co-authors of Roberts Rules of Order, 11th Edition. WHEREAS, Governor Paul LePage, Republican National Committeeman Rick Bennett and Maine Party Chairman Charlie Webster have all expressed their support for the right and the necessity for the Maine Delegation to be seated in Tampa. WHEREAS, the recent actions taken by National Committeewoman Jan Staples against the Maine Delegation are destructive to party unity, blur our focus on maintaining Republican majorities in the Maine House and Senate and provide fodder for opponents in the Democrat Party to attack our candidates in upcoming races.

Resolution 1 - RESOLVED, the Maine State Republican Committee supports the Delegation as elected at the Maine GOP Convention in Augusta, Maine, May 5-6, 2012 and demands that they be seated at the Convention. Resolution 2 - RESOLVED, the Maine State Republican Committee recognizes the divisive nature of The Contest filed by Jan Staples and Peter Cianchette and hereby demands that The Contest be withdrawn, effective immediately. Resolution 3 - RESOLVED, the Maine State Republican Committee has No Confidence in Jan Staples demonstrated ability to serve in a fair and professional manner as the Maine Republican Partys representative to the Republican National Committee. Resolution 4 - RESOLVED, the Maine State Republican Committee formally requests that the Chair remove Jan Staples from the Rules and Bylaws Committee, effective immediately. Resolution 5 - RESOLVED, the Maine State Republican Committee formally requests that Jan Staples submit her resignation as Maines Republican National Committeewoman, effective immediately.

WHEREAS, National Committeewoman Jan Staples has acted in a manner that is unfitting of Maine's Republican National Committeewoman through threats against the Maine Delegation in order to obtain desired positions on National Convention Committees.

RESOLVED, the Maine State Republican CommIttee formally requests that Jan Staples submit her resrgnation as Maine's Republican National Committeewoman, effective immediately.
