 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. FINDINGS.
3
Congress finds the following:
4
(1) Armed conflicts in the Middle East have
5
created refugee populations numbering in the mil-
6

2lions and comprised of peoples from many ethnic, re-

ligious, and national backgrounds.
2
(2) Jews have lived mostly as a minority in the
3
Middle East, North Africa, and the Persian Gulf re-
4
gion for more than 2,500 years.
5
(3) The United States has long voiced its con-
6
cern about the mistreatment of minorities and the
7
 violation of human rights in the Middle East and
8
elsewhere.
9
(4) The United States continues to play a piv-
10
otal role in seeking an end to the Arab-Israeli con-
11
flict in the Middle East and to promoting a peace
12
that will benefit all the peoples of the region.
13
(5) United States administrations historically 
14
have called for a just solution to the Palestinian ref-
15
 ugee problem.
16
(6) The Palestinian refugee issue has received
17
considerable attention from countries of the world
18
 while the issue of Jewish refugees from the Arab
19
and Muslim worlds has received very little attention.
20
(7) A comprehensive peace in the region will re-
21
quire the resolution of all outstanding issues through
22
 bilateral and multilateral negotiations involving all
23
concerned parties.

3(8) Approximately 850,000 Jews were displaced
1
from Arab countries since the declaration of the
2
State of Israel in 1948.
3
(9) The United States has demonstrated inter-
4
est and concern about the mistreatment, violation of 
5
rights, forced expulsion, and expropriation of assets
6
of minority populations in general, and, in par-
7
ticular, former Jewish refugees displaced from Arab
8
countries as evidenced, inter alia, by—
9
(A) the Memorandum of Understanding 
10
signed by President Jimmy Carter and Israeli
11
Foreign Minister Moshe Dayan on October 4,
12
1977, which states that ‘‘[a] solution of the
13
problem of Arab refugees and Jewish refugees
14
 will be discussed in accordance with rules which
15
should be agreed’’;
16
(B) after negotiating the Camp David Ac-
17
cords, the Framework for Peace in the Middle
18
East, the statement by President Jimmy Carter
19
in a press conference on October 27, 1977, that
20
‘‘Palestinians have rights . . . obviously there
21
are Jewish refugees . . . they have the same
22
rights as others do’’; and
23
(C) in an interview after Camp David II in
24
July 2000, at which the issue of Jewish refu-
