 The following four complaints demonstrate Kathy Marchione's attempt to anonymously andinaccurately attack and distort Roy McDonald's record.Description of Unfair Campaign Practice #1For this complaint, please refer to the accompanying mail piece, labeled "Exhibit A."The first complaint centers on a violation to clearly identify campaign materials sent on acandidate
s behalf. Kathy Marchione's campaign sent out an anonymous attack piece that fails toidentify the campaign as the sponsor of the mail piece. Fair Campaign Practices of the CapitalRegion, Inc., outlines in their 
Candidate Manual
that:
   
The candidate will ensure that his/her campaign materials and advertisements, whichthe candidate disseminates or which are disseminated on the candidate
   
 s behalf, clearlyidentify the candidate and contain the name and address, or other contact information of the sponsor.
   
 
The origins of the mailer were discovered because Marchione
s campaign post office box waslisted as the return address. The origins of the mailer were also concealed by the use of stamps tocover postage, instead of a bulk permit, which are assigned identifying numbers and used by avast majority of campaigns.Description of Unfair Campaign Practice #2For this complaint, please refer to the accompanying mail piece, labeled "Exhibit C."This complaint, like the one above, focuses on a violation to clearly identify campaign materialssent on a candidate

Article, labeled "Exhibit B."The second complaint stems from Kathy Marchione's mailer inaccurately quoting a
 New York Times
Article. Marchione's campaign changed a word in a citation, using "(activists)" when thearticle clearly uses the term "gay advocates." This blatantly violates the following principle formthe "Candidate Manual":
"The candidate will not use, permit the use of, or condone the use of any campaignmaterial or advertisement that misrepresents, distorts, or otherwise falsifies a fact or the facts regarding either the candidate or an opponent." 
The mail piece inaccurately states, "(McDonald) raised about $447,000 in the six monthsfollowing the vote, about 27 times more than he has raised in the same period in 2009...(activists) from Wall Street to Hollywood poured donations into the coffers..."The New York Times from January 18th, 2012, reads:"Gay rights advocates from Wall Street to Hollywood poured donations into the coffers of four little-known Republican state senators after the lawmakers provided the decisive votes for same-sex marriage in New York last June, according to new campaign finance filings released onTuesday......He raised about $447,000 in the six months following the vote, about 27 times more than hehad raised in the same period in 2009."Description of Unfair Campaign Practice #4For this complaint, please refer to the accompanying mail piece, labeled "Exhibit A."The complaint focuses on Kathy Marchione's mailer and the use of quotation marks to create theillusion that a quote can be attributed to Roy McDonald.This is another violation of the following principle form the "Candidate Manual":
"The candidate will not use, permit the use of, or condone the use of any campaignmaterial or advertisement that misrepresents, distorts, or otherwise falsifies a fact or the facts regarding either the candidate or an opponent." 
The mailer states, "Regardless of your view on marriage should we reward a politician who breaks his promise...profits from his broken promise...and then tells those upset to basically "getlost?'"
