PROJECT PROFILE AND ANALYSIS 4.1 Project Background Sports tourism is the specific travel outside of the usual environment for either passive or active involvement in competitive sport where sports is the main or prime motivational reason for travel and the touristic or leisure element may act to reinforce the overall experience. (What is Sports Tourism, 2010) It is also the fast growing niche in the tourism market. Sports marketing and sports management has two broad categories of products namely the sports participation travel and sports spectatoral travel. Wakeboarding, considered to be an extreme water sport, played a big part in the evolution and development of sports tourism in the country. Lago de Oro, as the very first promoter of wakeboarding in the Philippines, should also lead and be a good example for the other wakeboarding parks that are being built today. Lago de Oro and Beach Club in Calatagan, Batangas is the home of the first cable wakeboarding park in the Philippines. It gives their customers the opportunity to try the different extreme watersports such as wakeboarding, knee boarding, waterskiing on their man-made lake. There are two lakes with two different cable systems used. The one is the Rixen Easy Start for the beginners and the other is the Rixen Cableways Systems for the professional riders. There are also other recreational facilities that can be enjoyed like the swimming pool,

playground, volleyball, basketball, billiards, and darts. People can be exposed to nature and animals for they have a view of the South China Sea where they can ride and eat on the floating huts (balsa) or go on fishing and site seeing on the small boats. They also have carabao rides, sheep farm and oyster farm. They also serve spa and sauna services and facilities. Balibago in Calatagan, Batangas has been the top tourist destination because of the famous wakeboarding park. They dont only boosts the tourism industry of the municipality of Calatagan, but also helped even the simple citizens of the place such as the fishermen and other to have decent jobs in a well-rounded place. (Lago de Oro Beach Club, 2012) To further improve and make the Philippines pioneering wake park still number one, a redevelopment of its cable wake park and resort has to be done. El Nuevo Lago de Oro will be an improved and world-class design. It will not only be a home of the first cable wake park but would also be the first most eco-friendly and innovative watersports park and resort in the Philippines. It will incorporate the different green technologies such as solar panels and rainwater collection systems to reduce the use of electricity power and water supply. To even more improve the existing utilities like the 2 Caterpillar gensets and the biodiesel and continue to use the sewage treatment plant where everything is filtered and reused as toilet flush and to water the plants.

4.2 Profile of the Client The client of this project is primarily the Italian major shareholder of Lago de Oro, Frank and the Australian minor shareholder, Colin Sauvarin. He is also known as Croc by the whole management of Lago de Oro. Frank was also the designer of the wake park and resort. According to his partner, Colin, Frank was a great designer in the making. Frank loves Italian Cuisine thats why the menus of the restaurant were Italian foods, but there are also Filipino foods. He even bought an Italian oven for the restaurant. For him also, Mediterranean motif is beautiful. Their concern for the environment made them to consider and use the different technologies that could lessen the resorts energy consumption. They also promote recycling and reusing. During my interview with them Colin said that everything must be recycled, if not, it will be disposed to the junkshops. They have become a part of the sports tourism history in the country for they were the real pioneers of wakeboarding in the country. Their idea to bring extreme watersports in the country contributed much most especially to the tourism industry of Calatagan, Batangas. 4.3 Mission and Vision Mission Lago de Oro has no formal and written mission and vision but I was able to ask one of the share-holder of the resort during my interview with them. According to him, one of their priorities is to train

their staff for them to be able to work overseas. He said that their former pastry cook was given a chance to work in Singapore and they were proud of it because it came from their hands. Giving job opportunities and well training is something that they do for their community. Another was to provide a place where families and friends can get together and to strengthen their bonds. He told me a story that theres an orphanage in Tagaytay where foreigners who wants to adopt usually go to. Theres a rule that anyone who will adopt will not be able to go out of the country for three days. Those days are allotted to have a quality and bonding time with the child. He said that Lago de Oro was one of the places where these people go to for its been a nice place to for families and other relationships. Vision Their vision is to be the home of the most famous eco-friendly wake park and resort in the Philippines that both local and international tourists shall go to.

4.4 Profile of Users Tourists, both local and foreign, and watersports enthusiast are the projected users of El Nuevo Lago de Oro. Careful consideration

of the users behavioral analysis shall be in place to be able to create an efficient user-based design configuration.

Tourists (Local and Foreign) Based from the Philippines Department of Tourism, a total of 1,497,851 visitors came to the country from January to April 2012, an increase of 14.61% over the previous years volume of 1,306,944 for the same period. The month of April recorded 349,779 visitors, an increase of 10.19% against its 317,443 arrivals for the same month a year ago. Korea lead all other markets with a record of 330,343 arrivals with a share of 22.05% to total visitor inflow while U.S. market ranked second as it accounted for 16.02% of the total traffic. This market had an increase of 4.70% with 239,978 arrivals compared to its contribution of 229,200 arrivals last year. The visitors from Japan accounted the third biggest arrival count of 137,984 for a share of 9.21% to the visitor volume. The China market supplied 123,262 as the fourth biggest inbound visitors to the country and visitors from Taiwan likewise posted a two-digit growth of 34.51% contributing 74,871 arrivals against its volume of 55,662 a year ago.

Based from the table of Distribution of Regional Travelers in the Philippines, Region 4, where Batangas is a part of it, gained a total of 4, 533, 673 foreign, overseas and domestic travelers in the year 2010. It was the mostly visited region followed by Region 5, Region 7 and then NCR. Batangas contributed with a total number of 256, 759 travelers. Figure 4.4.3 presents the monthly record of the numbers of tourists that visited the resort. By the end of the year, from October up to December, were the months when they received the largest number of 500 to 700 guests. During these months, many holidays and vacations took place like the Semestral Break where people, mostly students, dont have classes for two weeks. Another is the Christmas break and New Year where many does not only prepares for Noche Buena and Medya Noche at their homes, but also take some time to travel outside of the country and have some leisure activities or just relax with nature. The months of April and May ranked next and these months belong to the summer season. people from the cities opt to go to Lago de Oro to spend their summer vacation there not only for the thrilling watersports but also because of the beach which is in demand

during summer. Other months were still accommodated with number of people not reaching below 100. Other purposes for going to the site were for conventions, meetings, special events like birthdays and anniversaries, company outings, competitions, photography, for relaxation, spa, food and a lot more reasons.

Watersports Enthusiast According to the World Tourism Organization, sports tourism has a remarkable growth and now emerging in the market. Within 20 years, it has grown at a phenomenal rate. Sports tourism events at international, national and regional levels have a double-barreled effect. The direct effect of the attendance of the competitors and/or spectators and accompanying persons, and the indirect effect of the marketing of the destination has lead to the subsequent tourism flows. This indirect effect can be very large most of the tourism benefits of big sporting events are expected to be of this nature.

Philippines, being surrounded by waters, had also been known for its water sports destination spots. Moreover, Hong Kong-based Action Asia declares the Philippines as having all the ingredients to become one of the worlds great adventure travel destinations. Philippines also hosted the Southeast Asian Games in 2005, serving as

catalyst to the various activities that were undertaken to insure successful participation among our athletes and support by our people.

Particularly in Lago de Oro, they are made famous for hosting annual international wakeboarding competitions. Many watersports riders and spectators visit the resort to witness the competition. It has promoted not only the resort but also the whole country and was able to contribute to the economic and tourism growth.

4.5 Organizational Set-up and Personnel Functions Table 4.5.1 shows the organizational chart in Lago de Oro. It is consists of a chairman, company secretary, two directors, the receptionists, restaurant or bar head, kitchen head, housekeeping head, the water skiing head and the maintenance head. Each has different roles in the operations and maintenance of the wakeboard park and resort.

They are the ones in-charge with the operations and any services related in the cable wakeboard park or lake. They held regular check-ups to make sure that the machine and cables are safe to use and in good condition. They supervise the other wakeboard facility men and cable

operators to ensure smooth flowing activity within their scope. He acts as the head of the maintenance team of the company. Their duties Ruben Head in Maintenance include both the corrective and preventive maintenance. He leads the team for ensuring to achieve a smooth operational condition.

4.6 Programs and Activities

4.7 Legal Frameworks There are laws and provisions, codes and guidelines that are pertinent to the project which is a resort and wake park redevelopment. Considering them shall best serve the interests of both the client and the users. Some of them are as follows:

Presidential Decree No. 189, which created the Department of Tourism in (DOT) in year 1973. It was reorganized structurally and functionally with Executive Order No. 120, Series of 1987; attaching the PTA as its implementing arm for infrastructure development.

Presidential Decree No. 1463 (Revising Presidential Decree No. 189) this is the revised Charter of The Department of Tourism. This is still for the development of the tourism industry and more appreciation of the beauty of nature the country has.

Republic Act No. 710, the Philippine Tourist and Travel Association (PTTA) were created to bring together all organizations and entities

that cater to travel and tourism.

Republic Act No. 1478, created the Board of Travel and Tourist Industry (BTTI) under the Department of Commerce and Industry (DCI) to serve as the policy-making body for travel and tourism, while the PTTA became its implementing arm. (www.tourism.gov.ph, 2009)

Republic Act No. 9593 The National Tourism Act of 2009 The adaptation of the implementing rules and regulations under this act to achieve the goal of making tourism as a tool of investment, employment, growth and development of the country and its tourism.

The Philippine Environmental Code (Presidential Decree 1152): Since land is the primary resource base for sustainable development and human activities are closely related to it, the most common form of legal intervention is environmental controls.

Philippine Clean Air Act of 1999 (R.A. 8749), which states that: The State shall promote and protect the global environment to attain sustainable development while recognizing the primary responsibility of local government units to deal with environmental problems. The State recognizes that the responsibility of cleaning the habitat and environment is primarily area-based. Finally, the State recognizes that the clean and healthy environment is for the good of all and should therefore, be the concern of all.

Philippine Clean Water Act of 2004 (R.A. 9275) States that the State shall pursue a policy of economic growth in a manner consistent with the protection, preservation and revival of the quality of our fresh, brackish and marine waters. To achieve this end, the framework for sustainability developments shall be pursued.

PD 1095 The National Building Code - To provide for all buildings and structures, a framework of minimum standards and requirements to regulate and control their location, site, design, quality of materials, construction, use, occupancy and maintenance, the National Building Code was enacted consistent with the principles of sound environmental management and control.

Fire Code - The Fire Code sets uniform fire safety standards and the incorporation of fire safety construction and provision of protective and safety devices in buildings and structures.

Sanitation Code - The Sanitation Code prescribes standards on sanitation and safety of establishments and undertakings. Sanitary permits are required for establishments and the Department of Health promulgates rules and regulations for the control and prevention of pollution.

The Ecological Solid Waste Management Act of 2000 (R.A. 9003), which declares the policy of the State to adopt a systematic, comprehensive and ecological solid waste management program.

National Structural Code of the Philippines This code gives the necessary design standards to that will make building structurally sound and thereby, ensuring safety for the users.

New National Accommodation Standards(DOT Memorandum Circular NO. 2012-02)-- States the rules and regulations and National Tourism Standards that mandates for the accreditation of hotels, resorts and other tourism-related accommodations.

Executive Order No. 120Hotel Code (in relation to Republic Act No. 7160 also known as the Local Government Code of 1991) The rules and regulations are for the accreditation of establishments and to help classify hotels and guidelines as to other recreational facilities.

Executive Order No. 120TRE Code (in relation to Republic Act No. 7160 also known as the Local Government Code of 1991) Here within are the rules and regulations for the accreditation of tourism-related establishments such as sports and recreational facilities and others.

Executive Order No. 120-- Reorganization Act of the Ministry of Tourism. This contains promulgation of laws relative to the policy, plans, programs and projects designed to promote and develop the tourism industry such as marketing programs, formulating standards, construction standards, maintenance, preservation, and many more that relates to tourism-oriented establishments.

DOT MC No. 2006_09 -- Adoption of Safety and Security Measures in Hotels, Resorts and Other Similar Accommodation Establishments under this are guidelines to ensure the safety and security of people in hotels or in any accommodation establishments.

Omnibus Investments Code (Executive Order No. 226) - This authorizes the Board of Investments to grant fiscal incentives and nonfiscal incentives for local and foreign investors engaged in tourism activities listed under the current Investments Priorities Plan (IPP).

Build-Operate-Transfer (BOT) Law (Republic Act 6957 as Amended by Republic Act No. 7718) - The BOT Law authorizes the financing, construction, operation and maintenance of infrastructure projects by the private sector. It allows national implementing agencies and local government units to enter into BOT arrangement as a means

of encouraging the participation of foreign and local companies in the countrys infrastructure development program.

Rules and Regulations on Tertiary Hospitals Under by which are the guidelines for the accreditation of tertiary hospitals for medical tourism.

Rules and Regulations on Motorized Boats/BancaUnder by which are the guidelines for the accreditation of using motorized boats/banca for tourism activities and services use.

Local Ordinances of the Municipality of Calatagan shall also apply in this project.

Recognizing the need for the establishment of sustainable tourismrelated facilities in order to further uplift the countries tourism industry and realizing the need to rationalize the development of beach resorts and other recreational activities and watersports in the Philippines, the Executive and Legislative branches of the government have taken the following initiatives: (Patdu et al, 2008)

-Senate Bill No. 3092- Department of Sports Act of 2012 introduced by Antonio "Sonny" F. Trillanes entitled An Act creating the Department of Sports, defining its powers and functions, appropriating funds therefore, and for other purposes

-Senate Bill No. 3000- Coastal Tourism and Development Act introduced by Miriam Defensor Santiago entitled An Act for a Coastal Tourism Planning and Development Program

All these bills and proposals show that even the lawmakers of the land are aware of the fact that the development of sustainable tourism

and sports tourism industry entails the progress of the people and the locale as well. Should these bills be enacted into laws and should these laws be implemented, the future of the Philippine sustainability and tourism becomes a sure shot to national growth and development.
