FortheBusinessProposalevaluation,theteamconsideredeachRespondent'sinformationprovidedwithinthebusinessproposal.TheseareaswerereviewedtoassesseachRespondent'sabilitytoservethestate.
TechnicalProposal

DuringtheevaluationoftheBusinessandTechnicalProposals,theevaluationteammadesomeobservationsregardingeachRespondent,whichsupporttheevaluationteam'sultimatescoringoftheRespondents'proposals.Theseobservationsarenotintendedtobeanexhaustivediscussionofwhattheevaluationteamconsidered,buttheyhighlightsomeoftheprimaryconsiderationsthatledtotheevaluationteam'sscores.Theobservationsareasfollows:

Maximusscored19.01pointsoutofthepossible25qualitativepoints.Maximusisaccreditedandhassignificantexperiencedealingwithhealthcareregulations.However,MaximusdoesnotyethavemuchexperienceperformingIIDRforcertificationstandards.Maximus'knowledgeofCMSregulationisprimarilythroughitsutilizationreviews.
MPRO
MPROscored24.34pointsoutofthepossible25qualitativepoints.MPROhassignificantknowledgeoftheinformaldisputeresolutionprocessandhealthcarefacilityregulationsthroughitscurrentreviewactivities.MPROalsoservesasaQualityImprovementOrganization(QIO)undertheMedicarelong-termcareprovidercertificationprogram.Asaresult,itisfamiliarwithhealthcarequalityissuesaswell.Theevaluationteamdidnote,however,thatMPROdidnotdemonstrate,tothedesiredlevelofspecificity,howitwouldprovidethenecessarydocumentationrequiredforIIDR.
