Atalltimespertinenttothecharges,Local669'spolicyconcerningbusinessexpensesfortheLocal'sofficersprovidedforatravelallowancetobeadvancedtotheofficerinvolvedwhowasthenrequiredtoprovidereceiptsforexpensesincurredandreturnanyunusedfunds.ThispolicywasadoptedinMayof2004.ThereisnoevidencethattheLocal'sExecutiveBoardapprovedachangeinthispolicypriortoAugust22,2011,whentheExecutiveBoardapprovedwhatappearstobea"perdiem"expensepolicy.Underthisnewpolicy,officerstravelingonUnionbusinessarepaidaspecifieddailytravelallowancewhichistreatedasincometothem.Theyarenotrequiredtosubmitreceiptsandrebateadvancedfundsthatarenotspent.-2-
