BEARING IN MIND THE IMPORTANCE OF NATIONAL DEFENSE AND THE SPECIALBURDEN SOME SPECIFIC COMMUNITIES MUST BEAR IN SUPPORTING OURNATIONAL OBJECTIVES, THE COMMUNITY OF KNE‘OHE, O‘AHU, HAWAI‘I
Ā
 MAINTAINS THE FOLLOWING POSITION REGARDING AIRCRAFT BASING. THISRESOLUTION IS INCLUSIVE OF ALL AIRCRAFT CURRENTLY AND POTENTIALL(P8A POSEIDON AND MV-22 OSPREY) BASED AT MARINE CORPS BASE HAWAI‘I.
WHEREAS, the majority of residents in Kne‘ohe, Hawai‘i, support our national
ā
 defense objectives and recognize the special burden that may be imposed on somecommunities in order to support our nation’s armed forces; andWHEREAS, the noise generated by all aircraft that use or are based at MarineCorps Base Hawaii directly impacts the residents of Kne‘ohe, Hawai‘i, due to the flight
ā
 patterns used and the particular geographic features of our location; andWHEREAS, high volume noise generated from large aircraft is known to have adetrimental impact on the quality of life and property values of members of asurrounding community; andWHEREAS, the Kne‘ohe Neighborhood Board has listened to extensive testimony
ā
 from the public and representatives of the military regarding anticipated sound levelsgenerated by new types of aircraft that are proposed to be based at Marine Corps BaseHawaii during the past year and has received conflicting testimony regarding theaccuracy of the representation and studies submitted for public consideration; andWHEREAS, The studies and evidence produced thus far do not satisfactorilyaddress the effect of noise on learning and health of school age children in the Kne‘ohe

 area and in particular Samuel Wilder King Intermediate School which is located directlyadjacent to the flight path of aircraft using the existing runway; andWHEREAS, The Kne‘ohe Community is opposed to basing and/or increased
ā
 training activity and operation of aircraft in Hawai‘i without accurate and inclusive FinalEnvironmental Impact Statement (FEIS) data used in determining noise levels andmitigation strategies; andWHEREAS, the Kne‘ohe residents are concerned about the safety issues relating
ā
 to the tilt-rotor MV-22 Osprey and its psychological effects on community residents inthe flight path; andWHEREAS,
the Kne‘ohe Neighborhood Board believes that the impact and effect of 
ā
 noise levels created by these new types of aircraft and their impact on the community can onlybe truly appraised and evaluated by allowing the public to experience the auditory levels within
Oahu’s Neighborhood Board system – Established 1973
