Impacts from landscaping can improve or impair quality of life. Landscaping affectswater conservation, fire protection, soil erosion, storm-water management, wildlandpreservation, health standards, recreation and aesthetics. The primary purpose of thisdocument is to provide guidance on landscaping design and installation thatencourages the efficient use and conservation of water. It also encourages landscapesthat create defensible space in the event of a wildfire.This document incorporates the requirements of the County’s Water Conservation inLandscaping regulations (County Code of Regulatory Ordinances Section 86.701
) with landscape design guidelines and installation specifications. It provides guid-ance on preparing the various components of landscape plans which may be requiredas part of a discretionary or ministerial permit process. Compliance with this manualwill result in a more efficient process and avoid unnecessary time delays. For thosepeople who are not required to submit a formal landscape plan, this manual serves asaresource to educate and assist in the design and installation of a water efficientlandscape.
