There is no doubt that Otto von Bismarck was an outstanding statesman anddiplomatb.
 
His diplomacy, economic measure, and military strategies proved to be decisivein the quest for dominance over Germanyc.
 
He was largely successful in his actions; only a few domestic issues aroseII.
 
Economic measuresa.
 
Before Bismarck became PM of Prussia, William I had realized that the Prussianmilitary was sorely outdated and was in need of money for improvementsb.
 
He appealed to the parliament for an increase in taxes, parliament allowed one-year increases in 1860 and 1861 but a new group of liberal representativesturned down his request in 1862c.
 
When he became PM in 1862, Bismarck used the tax money gained in 1860 and1861 to solve the domestic financial problemd.
 
The funds were directed to the army to initiate projected reformse.
 
His brilliant diplomacy showed here because he simply ignored parliament from1863-1866i.
 
Parliament was powerless to do anything because everything was backedby the militaryf.
 
In the end, the Prussian military was made to be modernized and extremelyeffective
