Hewitt esq.710 South College, Lafayette, Louisiana 70503As a former employee of the Lafayette City Police Department, a well asconcerned citizen and tax payer of Lafayette, Louisiana and in goodstanding.+ As the Petitioner filing a formal complaint against Chief Jim Craft,Detective/Cpl. Paul Trouard and Mr. Ray Domingue of HumanResources with the Lafayette Consolidated Government.In June of 2012, I discovered through various sources of the LafayetteCity Police Department, that Detective Paul Trouard assigned to theCriminal Investigation Division failed a random drug screen. These drugscreens are issued as per Lafayette Consolidated Government PPM.The PPM 2161-10 states that there is a zero tolerance policy for failing adrug screen.The Police Department has a specific general order 201.1.Section C. Prohibited Substances and Items1.
 
The possession of illegal drugs in prohibited except in theperformance of a police function. The use of illegal or non-prescripted controlled drugs is prohibited. Any employee found inviolation of this section shall be terminated. Illegal drugs,
