anaging crowds is oneof the most importanttasks police perform.Whether or not members of thepublic agree with this practice,they often judge how well lawenforcement of 
cers achievethis—if it is done fairly andeffectively. Of course, of 
cersshould treat everyone withrespect and courtesy withoutregard to race, gender, na-tional origin, political beliefs,religious practice, sexual ori-entation, or economic status.Although perhaps daunting, theprimary function of police isrelational, whether they respondto a domestic dispute, investi-gate a crime, enforce a traf 
cregulation, or handle a crowd.Once of

Lessons Learned
Studied by law enforcementfor at least 40 years, crowdcontrol is important due to thedangers posed by unruly gather-ings. To this end, it proves fairto ask whether police leadersdo all they can to share lessonslearned and incorporate bestpractices into crowd manage-ment philosophy, training, andtactics.As a young police of
